Harkcon, Inc. is pursuing a contract supporting the U.S. Coast Guard Offshore Patrol Cutter (OPC) Project Resident Office (PRO) in Mobile, Alabama. Should Harkcon be awarded the contract, our team will provide administrative and program support services for OPC program execution.
This position is contingent upon Harkcon being awarded the work. We are interviewing and sending contingent offer letters to the most qualified applicants in a number of labor categories.
The Business and Contracting Officer Representative Support Analyst will support the COR and ACOR with cost and price analysis, contract administration, acquisition documentation, invoice support, tracker development, and related acquisition planning and execution activities in support of the OPC program.
Duties and Responsibilities
- Assist the COR and ACOR with conducting cost and/or price analysis and development of pre- and post-negotiation memoranda as required.
- Support contract administration duties, including contractor discrepancy reports, draft CPARS entries, requests for equitable adjustments, cure letters, and default packages.
- Support development of Independent Government Cost Estimates (IGCE), Requests for Proposal (RFP), Technical Assessment Reviews (TAR), market research, and Engineering Change Proposal (ECP) processes and procedures.
- Assist with review of Common Access Card (CAC) applications and six-month reviews of assigned CACs.
- Assist with invoice processing for assigned task orders and support administrative closeout activities, including final reports and evaluations.
- Develop milestones, reports, and trackers for COR-type actionable items such as ECPs, TARs, RFPs, and IGCEs.
- Create standardized reports, presentation graphs, and workflow status metrics for COR/ACOR actionable items.
- Prepare or support acquisition-related products such as market research reports, requests for proposal/quote, price/cost analysis, best value tradeoff reports, and correspondence.
- Perform moderate walking and movement through an active shipyard and OPCs under construction as required.
Minimum Qualifications
- Minimum of four (4) years of experience supporting a COR in a shipbuilding environment.
- Bachelor of Science degree in a business/technical field with a minimum of 24 business credits, or four additional years of relevant experience in lieu of the degree.
- Comprehensive knowledge of shipbuilding processes, techniques, and procedures.
- Comprehensive knowledge of the Federal Acquisition Regulation (FAR).
- Knowledge and skill in analytical and evaluative methods to organize, plan, conduct, evaluate, and administer contract requirements.
- Knowledge of economic, statistical, accounting, fact-finding, and financial analysis principles and techniques.
- Familiarity with DCMA and DCAA standards, guidelines, and best practices.
- Knowledge of Microsoft Office software, including Word, PowerPoint, Access, and Excel.
- Must be able to obtain Secret level security clearance.
Work Environment
- Work is performed on-site in Mobile, Alabama in support of the U.S. Coast Guard OPC PRO.
- Normal hours are generally 0900 to 1700 CST, Monday through Friday, except Federal holidays, though other hours may be required.
