Summary:
The DOT Regulatory Compliance Engineering Manager will be responsible for technical and regulatory leadership to ensure pipeline designs, construction practices, and project compliance documentation comply with U.S. Department of Transportation (DOT) / PHMSA and state pipeline safety regulations.

This role serves as a technical authority responsible for translating regulatory requirements into defensible engineering standards, overseeing compliance-critical engineering decisions, and supporting regulatory audits, investigations, and enforcement actions.

The role will report to the Director of Engineering Standards and Project Performance and will provide leadership, coaching, and direction to the Compliance and Documentation team.

This role will require responsibility and accountability for successful execution of defined compliance protocols to support the Partnership's efforts to mitigate risks of non-compliance.

Essential Duties and Responsibilities:

  • Serve as the engineering subject matter expert for PHMSA pipeline safety regulations, including 49 CFR 192 and 195.

  • Interpret federal and state pipeline safety regulations, rulemaking, guidance, and enforcement trends.
  • Translate regulatory requirements into engineering standards, specifications, and procedures.
  • Assess regulatory impacts on new projects and pipeline modifications.
  • Manage and provide direction to team including day to day workload, training, coaching and mentorship to new and existing team members.
  • Ensure coordination with key stakeholders including Technical Services Regulatory Compliance and Legal for responses related to enforcement actions.
  • Ensure work is compliant with federal, state, and local regulations and internal policies and procedures.

Required Skills

Requirements:
Education and/or Experience, Knowledge, Skills & Abilities:
To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:

  • BS Engineering degree (Mechanical, Civil, Chemical, Electrical, Petroleum).
  • 8+ years of relevant work experience required.
    • 15 years of engineering experience in oil and gas, preferably in Midstream, preferred.
    • 10 years of Midstream project management experience preferred.
    • 5 years of direct management preferred.
  • Proven track record managing multiple activities and priorities within fast-track schedules.
  • Demonstrated urgency in advancing projects to support objectives.
  • Strong communication and team building skills.
  • Strong computer skills.

Preferred Qualifications:

  • Engineering degree (Mechanical, Civil, Chemical, Electrical, Petroleum).

Special Considerations:

  • Travel required as needed to support projects and other initiatives.

  • Usually, normal office working conditions.
  • Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.
  • Occasional overnight travel may be required.
  • Occasional visits to industrial/manufacturing settings, which may include exposure to various materials and chemicals, as well as extreme temperature conditions and loud machinery, and require appropriate personal protective equipment.
