Summary:

This position will assist Nederland Measurement Manager in assuring that measurement practices at the St. James facility are conducted in a manner consistent with customer requirements, contracts, API standards, and company policy. The position's main responsibility is reconciliation of the tank, pipeline and marine movements in order to analyze discrepancies and reduce losses.

Essential Duties & Responsibilities:

  • Collect and review all paperwork pertaining to quantity and quality of transfers such as, tank gauging tickets, tank measurement reports, vessel measurement reports, time logs, meter and proving reports, certificates of analysis, and performs necessary reconciliations. Compare tickets with the entries in measurement and accounting software and calculate discrepancies.

  • Analyze the reasons for excessive discrepancies. Initiate and conduct investigations, correct entries when needed, communicate the errors and corrections to Nederland Measurement Manager, Measurement Analysts, Operations, Lab, Accounting, and the involved 3rd party inspectors. In case if discrepancies cannot be resolved, follow the Measurement Manager's orders for further actions including but not limited to, contacting customers and seeking their involvement in resolving discrepancies.

  • Receive and review the quantity and quality documentation produced by 3rd party inspection companies associated with their work conducted at St. James Terminal. Request justification, clarification and corrections when needed, and confirm finalized reports before submission to St. James customers.

  • Provide loss/gain support to accounting, material balance, product movement, terminal measurement and operations personnel in the tracking and resolution of custody transfer issues in compliance with applicable SOX and internal measurement specifications, codes, safety standards and operating procedures.

  • As needed and directed by Measurement Manager, perform occasional physical measurement and/or sampling of shore tanks in order to verify the questionable data and correct potential errors. This may be required during the moth close gain/loss reconciliation.

  • Actively participate in administering and improving the existing Marine and Terminal Measurement Training program. Conduct training of the new operational and dock personnel, as well as the annual refresher training.

  • As directed by Measurement Manager, witness water draws of the provers and the auto in-line sampler certification tests.

  • Participate in spot and periodic measurement audits of the Terminal Operators, Dock personnel and local 3rd party inspection companies, and report findings to Measurement Manager.


Required Skills

Required experience is commensurate with the selected job level:

* The Specialist level requires a bachelor's degree or 2-5 years of relevant job-related experience.

Education and/or experience, knowledge, skills and abilities:

* To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily. The requirements for this position are listed below:

* Two+ years of experience with static and dynamic measurement standards and loss control practices, including but not limited to:

* Marine operations

* Tank gauging, ship and barge gauging

* Metering systems

* Water draw and Prover Calibrations, Tank calibration

* Product quantity calculations, Auto in-line samplers, S&W in crude testing and calculations

* Must have strong analytical and problem-solving skills.

* Must have an aptitude for analyzing data.

* Must have good communications skills and work well with other stakeholders.

* Self-starter with the ability to manage multiple tasks with limited supervision.

* Ability to work in a fast-paced environment where priorities may shift rapidly.

* Must be computer-literate and proficient with MS Office. Measurement software experience is a plus.
