Summary

The System Operations Trainer (SOT) role is to support NYPA's Energy Control Center's Initial and Continual System Operator Training programs. This includes, but is not limited to, performing task analysis, developing lesson plans, applying instructional design strategies for new or existing NYPA training courses, and delivering approved instructor-led training to control center operators and support staff. The SOT will need to follow the systematic approach to training (ADDIE model) to maintain compliance with NERC PER-005 training requirements. Training courses must support NYPA policies, procedures, manuals, compliance, technical documentation, and align with both operator needs and organizational goals.

Responsibilities

  • Understand NYPA'a role in the Bulk Electric System including basicpower flow concepts.
  • Analyze System Operator task and perform Difficulty, Importance, and Frequency (DIF) survey.
  • Adhere to ECC System Operator Training Manual.
  • Provide On the Job Training (OJT), update training material, serve on the Assessment Panel, prepare written or oral exams.
  • Validate Operator competency and perform remediation as required.
  • Enter training record completions in Quality Training Systems (QTS) training software and ensure supporting documentation is retained.Become a subject matter expert on system operations tasks to facilitate system operator
    training.
  • Develop material or simulation technology then execute training to the ECC System Operators using a systematic approach to training focusing on the following subjects:

    • Task (Real Time Reliability Related or non-Real Time Reliability Related).
    • Energy Management System (EMS) functionality for generation and transmission monitoring as per ECC technical documents.
    • EMS displays and advance tools.
    • Water Management and Metering expectations.


  • Solicit feedback to the effectiveness of the Training Program.
  • Ensure training material, student evaluations, simulation results, and records are organized and secured to comply with NERC PER training requirements and audits.Technical writing/instructional design experience
  • Excellent organizational, time management, verbal, and written skills.
  • Ability to learn Systematic approach to training (ADDIE) process development.
  • Ability to deliver training to System Operators.
  • Strong Mentoring skills.
  • Ability to assist or provide NYPA evidence during NERC/ NPCC audits.
  • Audit experience preferred.

Knowledge, Skills and Abilities

  • Working knowledge of power system generation and transmission concepts
  • NERC TO certification required, ability to complete NYISO System Operator and NYPA System Operator specific training.
  • Qualified on positional tasks for System Operator role.
  • Ability to manage Bulk Power System tasks to assist the SSO during emergencies or high demand periods.
  • Thorough proficiency in Water Management.
  • Must understand and demonstrate proficiency in NYPA Operating Policies and Control Center Guides and/or Instructions.
  • Ability to utilize NYPA PTR+ outage software.
  • Working understanding of NYPA Operating Policies and Control Room Guides, Instructions, Bulletins, and NYISO memos.


Education, Experience and Certifications

Preferred:



  • Bachelor's (BAS) degree in Electrical Engineering, other Engineering disciplines, or related technical fields



Required:



  • Associate (AAS) degree: Electrical Technology or equivalent Science/Technology field desired



Internal candidates:



  • Minimum 18 months of experience in system operations and completed all internal training and task verification through ECC training cycle -
  • NERC Transmission Operator Certification



External Candidates:



  • Minimum 18 months of experience in system operations and NERC Transmission Operator Certification.

Physical Requirements

Approximately 10% travel primarily within NY State. Ability to sit for long periods of time (up to 12 hours) in front of computer monitors while maintaining situational awareness; communicating effectively while speaking English (per NERC requirement); see, hear, and react to alarms.
