The Clinical Bed Manager is responsible for oversight of all patient admissions, discharges and transfer activity while monitoring capacity both currently and prospectively. The position is responsible for facilitating continuous throughput of patients from all points of entry by utilizing effective verbal communication, reviewing technology that supports bed placement activities, swift clinical decision making, and deployment of ancillary services. The Clinical Bed Manager is the liaison between all points of entry (ED, PACU/OR, direct admissions, transfers from other helthcare facilities), the administrator on call, the Off Shift Executive, Patient Service Managers, physicians, and inpatient bed resources throughout the institution with exception of YPH/Psych. The Clinical Bed Manager oversees bed management admitting associate functions in relation to decision making supporting patient throughput and safe patient flow. The position collaborates with administrators and clinical management to identify, implement and evaluate processes to support the efficient, safe throughput of all patients.

Responsibilities
1. Patient Throughput 1.1 Be point of contact to communicate with physicians and nurses throughout the institution regarding emergency, elective, and direct admissions and availability to support timely placement. 1.2 Effectively manage all the bed resources of the institution with exception of YPH/Psych to support inpatient demand. 1.3 Triage clinical needs of all patients to assure appropriate , timely bed assignment through collaboration with physician leadership and clinical management. 1.4 Increase effective bed capacity by identifying barriers in bed assignment processes and collaborate with clinical management in the resolution of these issues. 1.5 Documents and reports on timeliness of patient placement activities and issues of concern related to efficient throughput. 1.6 Provides necessary education to the clinical workforce on the use of the electronic patient placement system. 1 .7 Evaluates clinical need of patient transfer activity associated with bed management needs. 1.8 Identifies clinical priorities in relation to bed assignment process in collaboration with the Associate Chief of Medicine, physicians, ED staff, and the PACU/OR staff. 1 .9 Develop effective relationships with EVS and Transport clinical management to support efforts to enhance patient flow/bed placement. 1 .10 Ensures that the desired clinical outcomes are achieved through cost-effective and efficient processes. 1.11 Achieve seamless delivery of services by appropriately involving colleagues, physicians, nurses and staff to ensure commitment, communication and cross-functional linkage. 1 .12 Work alongside the PSM/OSE in the communication of clinical issues that arise related to patient placement/flow. 1 .13 Ensures successful and consistent execution of YNHH policies and processes. 1 .14 Articulates hospital vision and utilizing resources to ensure staff commitment to hospital objectives. 1 .15 Provides leadership and accomplishing objectives through innovation. 2. Hospital Objectives 2.1 Implements and monitors clinically and fiscally responsive hospital program philosophies, goals, and objectives to address specific issues and support throughput efforts . 2 .2 Ensures that continuous performance improvement forms a basis for efficient patient throughput. 2.3 Formulates recommendations for programmatic changes or nursing unit localization based on trends related to patient placement, patient populations, and bed resource utilization. 2 .4 Ensures that all clinical services work in synergy within the hospital to support efficient delivery of care. 2.5 Communicates and ensures the adherence to practices and procedures that are consistent with institutional policies and strategies. 2 .6 Provides vision and leadership within the institution that builds upon a collaborative environment to support ongoing throughput efforts and improvements. 3. Resource Management 3.1 In conjunction with Patient Service Managers, Off Shift Executives, Directors of Patient Services, and ED Clinical Management develop, implement, and monitor systems that will trend shift census, acuity and staffing in order to more effectively handle patient volume . 3 .2 In conjunction with leadership, establishes system to ensue effective utilization and availability of equipment and supplies to support patient throughput and the delivery of safe patient care. 3 .3 Has decision making ability and authority to support/facilitate all patient flow activity to ensure a smooth bed management process. 4. Clinical Resource 4.1 Directs clinical management/OSE to assist with clinical consultation in relation to patient needs related to bed management processes. 4 .2 Triages clinical needs of patients related to bed availability to assure the appropriate resources are utilized to support bed management activities. 4 .3 Collaborates with clinical management in the identification of patient needs related to changes in clinical condition, emergent transfers and trauma calls associated with bed management activities/placement efforts.
5. Organizational Leadership 5.1 Collaborates with clinical leadership and management to define, reduce, and eliminate barriers within the system which may negatively effect patient throughput /efficient delivery of care. 5.2 Participates in the identification and implementation of strategic efforts to support patient throughput by influencing unit management and championing projects. 5 .3 Supports unit/department management in the facilitation of inter- and intra unit problem resolution. 5.4 Promotes the organization to all customers by interpreting and communicating Yale New Haven 's mission and values, acting as a loyal, supportive, and informed spokesperson for the Hospital. 5 .5 Actively participate in and contributes to meetings and organizational initiatives with hospital leadership and management. 5 .6 Collaborates with senior leadership/OSA/Administrator on call in regard to issues related to off shift activity and patient placement/bed availability. 6. Customer Satisfaction 6.1 Ensures smooth functioning of the bed management process in order to reduce wait times and avoid unnecessary movement of patients. 6 .2 Models customer service standards and demonstrates value for all people in the work environment. 6.3 Effectively models and upholds a customer service orientation with staff to meet the legitimate needs of all internal and external customers. 6 .4 In collaboration with management, ensures that customer relations standards reflecting excellence consistent with Hospital policy for internal/external customers are appropriately met. 6 .5 Ensures confidentiality of appropriate patients, staff and management data is maintained 7. Patient Placement 7.1 Responsible for all the functions and responsibilities related to patient placement to inpatient and observation beds to all seven acute care hospitals (Yale New Haven Hospitals, Bridgeport Hospital, Milford Hospital, Greenwich Hospital, Lawerence Memorial Hospital and Westerly Hospital). 7 .2 Directs assignments of all admissions, transfers and Y access request by utilizing EPIC to assure timely and accurate patient placement. 7 .3 Follows guidelines related to assignment of teams and or attending physician at time of admission.
Qualifications
EDUCATION Baccalaureate Degree in Nursing required. Masters preferred. Current CT RN Nursing license required. EXPERIENCE A minimum of five years experience in a clinical environment, preferably intensive care/emergency department nursing with a minimum of three years demonstrated leadership/supervisory/management experience required., RN SPECIAL SKILLS Demonstrated ability to direct and triage in a highly fluid dynamic operational environment. Demonstrated ability to manage multiple priorities and assess and triage clinical critical patient needs. Excellent prioritization and communication skills. Demonstrated ability to implement, support and effectively monitor change required. Ability to collaborate with all layers of the management/administrative team. Intermediate to advanced skills in Microsoft Office applications. LICENSURE/CERTIFICATION Current CT Registered Nurse license required.
Additional Information
RN License required. BSN required, MSN or equivalent preferred. 10+ years of clinical experience in ICU, PACU, ED or floor. Great communication skills and computer skills a must.
