We are seeking a senior-level leader to serve as the Senior Program Advisor for Test Range Technologies. The ideal candidate brings deep expertise in test range operations, advanced technology integration, digital engineering, and range modernization within the Department of Defense Test and Evaluation ecosystem. In this role, you will drive growth of the Test Range Technologies portfolio, support adoption of modernized capabilities across multiple ranges, and ensure alignment with customer mission needs. You will engage routinely with senior government and industry stakeholders including MRTFB commanders, TRMC representatives, PEOs, PMs, SES leaders, and range leadership to provide strategic insight on modernization, digital transformation, interoperability, acquisition approaches, and capability deployment.

Responsibilities

  • Lead strategic initiatives focused on Test Range Technologies portfolio growth, advanced technology integration, range modernization, and multi-range adoption.
  • Drive the integration and operational application of digital engineering, digital twins, modeling and simulation, data, AI/ML, autonomy, live-virtual-constructive capabilities, and other advanced technologies across test environments.
  • Translate customer, mission, and range requirements into strategic and tactical plans that support program execution, business growth, and modernization objectives.
  • Build and maintain trusted relationships with customers, partners, senior government leaders, range leadership teams, and industry stakeholders to ensure alignment, credibility, and mission relevance.
  • Coordinate with range leadership and internal program teams to support capability transition, scalable deployment, and adoption across multiple test range environments.
  • Advise project execution teams and program managers on modernized range systems integration, advanced technology application, digital engineering implementation, and contract execution.
  • Coordinate with directors and program leaders to identify staffing, technical, and execution resources required to support portfolio growth and customer delivery.
  • Analyze and evaluate administrative, technical, acquisition, logistics, budgetary, and programmatic aspects of mission-oriented programs to assess status, effectiveness, efficiency, and risk.
  • Provide strategic insight to senior leadership on range modernization, digital transformation, interoperability, Department budgetary alignment, and mission readiness.
  • Represent the organization in senior-level discussions related to test infrastructure, capability deployment, operational alignment, and advanced technology integration.
Required
  • Master's degree
  • In-depth knowledge of test range technologies, modernization plans, advanced technology integration, and range operations complexities, with experience as a senior leader at a MRTFB.
  • Thorough understanding of the Planning, Programming, Budgeting, and Execution process and reimbursable budget authority execution.
  • Minimum of 15 years of relevant experience applying leadership, systems engineering, digital engineering, and program advisory methods within the DoD Test and Evaluation environment.
  • Demonstrated experience engaging senior government officials, including MRTFB commanders, TRMC, PAEs / PEOs, PMs, SES members, and industry counterparts.
  • Experience translating complex operational, technical, infrastructure, and programmatic requirements into executable plans and realizing a complex system modernization vision.
  • Must have a Top-Secret security clearance with eligibility for SCI.
Desired
  • Senior Developmental Education graduate as a military member or civil servant.
  • Graduate of test pilot school.
  • Flight test experience as an aircrew member.
