HDR is seeking a Kansas City Traffic Engineering Lead to help expand our services in the Midwest, with a focus on Kansas and Missouri. The individual will be a key member of the HDR MO/KS Transportation business group, will serve as Traffic Lead for the Kansas City Traffic Engineering Section, and will lead, develop and expand our local team. This person is responsible for coordinating project staffing and workload management on traffic engineering, planning, and research projects. This person will be responsible for the pursuit and management of major transportation design, operations, planning and research projects. The position will involve high-profile project pursuits and extensive client interactions. The ability to establish client relationships and develop win strategies in the market is critical, especially for key clients such as MoDOT, KDOT, local municipalities, and KTA. Familiarity with either/all these agencies and their standards and key staff is vital. The person in this position directs the work of others in the completion of required plans, studies, documents and reports. Extensive public participation, agency coordination, planning and programming experience is desired. The person in this position leads scope development and execution in conjunction with appropriate technical professionals in multiple transportation and environmental disciplines. This person is responsible for active participation in pertinent industry committees and organizations. The ideal candidate will have experience with urban and rural highway projects, traffic engineering, conceptual and planning projects, and design representation during construction. Experience supervising the work of a medium size team of professionals is beneficial. Task Management, quality assurance/control checks, and technical review experience are required. Marketing and project pursuit experience is a key requirement of this position. This position would also include preparation and negotiation with clients for fee proposals, contracts, scopes, and schedules. It would also include day-to-day communication (verbal and written) with clients, support and advise junior engineers and technical staff, write reports and technical memos, coordinate with sub-consultant partners, and keep projects on schedule and within budget. The position includes management of the Traffic Engineering Section in Kansas City, Missouri (reporting to the MO/KS Traffic and Planning Lead).

The individual in this position plans, directs and monitors all aspects of large multi-disciplinary Traffic and Planning projects that may include:

  • Traffic engineering studies such as speed studies, signal warrants, parking studies, access management, travel time, traffic impact studies, etc.
  • Traffic Design (Signals, Lighting, Signing, Pavement Marking, ITS, MOT)
  • Operational Analysis (VISSIM, Synchro, FREEVAL, etc.)
  • Use of large datasets (HERE, INRIX, etc.) to support model building, calibration, and analysis
  • Highway/roadway safety analyses (including HSM, ISATe, etc.)
  • Geospatial analysis and mapping
  • Support of Design-Build projects
  • Transportation planning reports
  • Corridor studies
  • Facility with transportation demand modeling inputs and outputs
  • Local, regional and statewide multimodal transportation plans
  • Transportation research
  • Transit studies (rail and bus)
  • Bicycle and pedestrian studies/design (including Complete Streets)
  • Environmental documents

Preferred Qualifications

  • PTOE Desirable/Preferred
  • Programming skills (VBA, Python, R, MATLAB, Java, etc.) - especially in support of microsimulation
  • Project Management experience with an understanding of Earned Value desirable
  • Excellent marketing experience preferred
  • Prior consulting experience preferred
  • Local candidates are preferred

Required Qualifications
  • Bachelor's degree or equivalent experience
  • A minimum of 10 years experience
  • Professional registration, license or certification may be required based on role
