Job Description:

Analytical Mechanics Associates, Inc. (AMA) is seeking a full-time, on-site Configuration and Data Management (C&DM) Analyst/Configuration Management Administrator (CMA) to support NASA Armstrong Flight Research Center (AFRC). The successful applicant will live within a reasonable commuting distance from NASA AFRC and be capable of supporting the contract in person.

AFRC's Program and Projects Directorate (Code 300) leads and manages Center project and sub-project activities to advance technology and science through flight. The Business and Program Analysis Support Branch (Code 830) manages AFRC's project planning and control systems and tools in support of program and project activity. Code 300 is responsible for executing the Center's policies and guidelines for projects in a manner consistent with NASA Agency policy.

The successful candidate will provide CM and data management support to the Project/Program Manager, Chief Engineer, and Operations Engineer by maintaining documentation to ensure accurate records of configured items are preserved throughout the project lifecycle. The candidate will identify and document the functional and physical characteristics of configuration items, control configuration changes, and report configuration status for assigned platforms and projects at AFRC. This position serves as a key interface between multiple project teams, NASA customers, and supporting organizations, requiring strong communication, organizational, and technical skills.

This is a full-time, on-site, in-person position; remote work is not offered. The successful applicant will live within a reasonable commuting distance from NASA AFRC and be capable of supporting the contract in person. No relocation funding is available.

Must be a U.S. Citizen or Permanent Resident.

All personnel must be capable of effectively communicating in English to perform assigned duties. Security clearance or system access requirements will be specified per project assignment, as applicable.

RESPONSIBILITIES

Configuration Management Planning & Implementation

  • Provide assistance in the development of Project Configuration Management Plans (CMPs), incorporating recommendations and lessons learned from prior projects to ensure efficient and effective CM practices.
  • Identify potential conflicts between governing NASA and AFRC requirements and project-specific CM approaches (e.g., supplier or third-party contractor methods), and provide written recommendations for resolution.
  • Develop and maintain plans to implement C&DM requirements in accordance with NASA and AFRC standards.
  • Work with project management to establish processes and procedures that meet NASA C&DM requirements.
  • Participate in multifunctional efforts to develop, implement, and continuously improve C&DM processes.

Configuration Identification & Control

  • Identify configuration items to be controlled for each project; track and coordinate controlled items throughout the project lifecycle.
  • Identify, control, account for, and verify project information and documentation.
  • Manage the process for developing and controlling product configuration information.
  • Facilitate CM control of engineering changes within systems engineering design teams during testing, prototype, and design phases.
  • Evaluate the C&DM needs of programs and projects, and provide resources and guidance to meet those needs.

Records & Data Management

  • Establish and maintain the project repository by controlling access to sensitive information and ensuring the latest document revisions are uploaded to the system in a timely manner.
  • Establish and maintain project document lists and document trees.
  • Manage deliverable data products required by customer contracts and supplier subcontracts.
  • Process System Test Reports (STRs) through AFRC CM tools, including downloading, converting, and attaching documents to STR records on the AFRC CM server.
  • Maintain centralized CM action tracking systems and ensure consistent, up-to-date communication on CM status across all assigned projects.
  • Manage records in accordance with AFRC records management and retention requirements.
  • Provide monthly configuration and data management reports and metrics for each assigned project.

CCB Administration & Audits

  • Coordinate project Configuration Control Board (CCB) activities, including assembling and distributing agendas, ensuring quorum members are present, facilitating meetings, updating and maintaining the ACMS database, and producing CCB Meeting Minutes that include attendees, CM record actions, and follow-up items.
  • Coordinate all project document releases and prepare data to support major project reviews, providing templates for documents and presentations.
  • Support design reviews and conduct configuration audits, including Physical Configuration Audits (PCAs) of hardware and software products.
  • Review contractor configuration and data management plans to ensure compliance with applicable NASA and AFRC requirements.

Tracking & Reporting

  • Track action items for project reviews and technical interchange meetings; maintain the action item database and associated metrics.
  • Brief project teams on CM status at weekly project meetings, reviewing open and late records, and proactively addressing potential issues.
  • Provide transparent and detailed reporting to assigned project teams, maintaining a clear overview of configuration health.

Training & System Administration

  • Administer and maintain the Armstrong Configuration Management System (ACMS) and Armstrong Configuration Control Tool (ACCT), including provisioning and deprovisioning user accounts and validating paper records against the ACMS database.
  • Provide training and assistance to project team members on the project repository and CM tools and processes.
  • Approve new ACMS users and provide training materials and system access.
  • Handle Sensitive But Unclassified (SBU) information using approved encryption software in compliance with applicable security requirements.
  • Utilize AFRC databases and tools, including Jira, ACCT, Work Order System, and NAMIS (NASA Asset Management Information System).

REQUIRED QUALIFICATIONS

  • Minimum of 2 years of experience in configuration management, data management, or a directly related field.
  • Demonstrated understanding of CM principles, including configuration identification, configuration control, configuration status accounting, and records management.
  • Familiarity with project lifecycle processes and CM control of engineering changes.
  • Strong organizational skills, a critical eye for detail, and the ability to manage and control a large volume of internal and external documents.
  • Excellent communication and presentation skills; this position serves as a key interface between multiple project teams and NASA customers.
  • Strong interpersonal skills with the ability to work both independently and collaboratively in a team environment.
  • Proactive, self-motivated, and capable of managing multiple concurrent priorities.
  • Proficiency in Microsoft 365 (Word, Excel, PowerPoint, Outlook, Teams), Adobe Acrobat, and Microsoft Project.
  • Experience with Microsoft SharePoint Online, Microsoft Teams, the Box cloud system, and Jira-based applications.
  • Ability to obtain and maintain required NASA system access and complete required NASA training (ACCT, Work Order System, NAMIS).

Pay and level placement are commensurate with education and experience, as follows:

Technical Support Specialist (CMA)

  • At least 2 years of experience in configuration management or a related technical support field.
  • Performs CM and data management administrative tasks under direct supervision.
  • Supports CCB activities, record management, database maintenance, and document tracking.

Senior Specialist (CMA)

  • Option A: At least 5 years of related experience and a military school diploma, Associate Degree, or greater.
  • Option B: At least 10 years of experience.
  • Independently performs CM and data management functions across multiple concurrent projects.
  • Provides CM status briefings, manages open and late records, and coordinates document releases with minimal supervision.
  • Supports CMP development, configuration audits, and CCB administration.

Master Specialist/Lead Specialist (CMA)

  • Option A: At least 15 years of experience.
  • Option B: At least 10 years of experience with lead specialist responsibilities in the assigned task(s).
  • Serves as the lead CM and data management resource for assigned projects and the broader AFRC Code 830 organization.
  • Provides oversight, mentorship, and training to junior CM staff and new team members.
  • Leads CCB administration, CMP development, PCA activities, and contractor CM plan reviews.
  • Coordinates CM strategy across multiple concurrent AFRC projects and serves as the primary CM point of contact for project teams and NASA customers.
  • Drives continuous process improvement initiatives and participates in multifunctional working groups to develop and enhance C&DM processes.

PREFERRED QUALIFICATIONS

  • Bachelor's Degree in a relevant specialty field (e.g., Systems Engineering, Aerospace Engineering, Business Administration, or a related discipline).
  • NASA or government contracting experience, particularly at AFRC or a similar flight research environment.
  • Familiarity with ANSI/EIA-649 (Configuration Management Standard) and NASA NPR 7123.1 (Systems Engineering Processes and Requirements).
  • Experience with AFRC CM tools and databases, including Jira, ACCT, Work Order System, and NAMIS.
  • Experience with WBS Schedule Pro, Deltek Acumen Fuse, and/or Kidasa Software Milestones Professional.
  • Experience supporting CCB administration, including agenda preparation, meeting facilitation, and minutes documentation.
  • Experience performing or supporting Physical Configuration Audits (PCAs).
  • Experience supporting multiple concurrent projects in a government contracting or aerospace environment.
  • Familiarity with AFRC project management processes and NASA Agency policies.
