Job Summary: The Engineering Manager, located in Coolbaugh, PA is a key production & maintenance plant based technical resource with focus on world leading high purity gas manufacture, purification, and packaging. This individual provides project engineering and project execution knowledge and skills to address issues relating to process performance, product quality, productivity, new process start-up, process improvement, operations support and safety. The Engineering Manager also provides project execution on internal capital projects based at the local manufacturing site. Also, this individual will oversee all maintenance activities at the facility. This role interfaces with E&SP Commercial Development and Engineering, E&SP HSEQ, and BA Electronics group as needed.

Principal Responsibilities:
- Direct Supervision and management of plant Maintenance employees, engineering staff, and contract engineers verifying compliance to Messer standards.

- Improving production plant performance by driving process improvements. These improvements will include tracking and eliminating downtime, equipment reliability and integrity, improving maintenance, improving first pass yield, increasing production rates.

- Design and develop project plans (new systems, upgrades, efficiency improvements, and maintenance projects) and execute the plan, using available resources, while maintaining strong timeline and cost controls to achieve safety, quality, and business requirements

- Manage project budgets, up to $1000,000.00 US, with a cumulative budget of $1MM-$3MM.

- Auditable compliance with OSHA PSM, and EPA RMP standards and policies, plus proactive collaboration with operators and plant management to address safety and quality concerns.

- Provide expertise and ensure compliance to applicable building, electrical, and fire prevention codes, as well as alignment to industry standards (e.g. CGA, ISO).

- Responsible to transfer projects from the Engineering Phase to Operations. Including completion of project specific documentation, including installation drawings, SOP's, risk assessment/HAZOPs, PSSR/commissioning procedures, customer presentations/progress reports, turnover manual, Lessons Learned/project close-out reports, etc.

- Collaborative and proactive attitude towards safety and quality standards.

- Supervise contractors and vendors complying with all Messer Golden Rule and appropriate safety requirements

- Focus on best practices related to capital equipment cost savings, reduced maintenance costs, and enhanced system reliability.

- Support the implementation of EMBRACE and Lean projects at the Coolbaugh, PA plant.

- The Engineering Manager must recruit, hire, and develop personnel to form a high-performance team that maximizes productivity and ensures highest levels of safety and quality. Excellent organizational and project management skills.

- Ability to manage multiple projects simultaneously.

Additional Accountabilities: Commercial Awareness.

- Identifies opportunities for standardization. Creates opportunities for sharing best practices, and leverages knowledge within and between the RBU N.A. and BA Electronics through development of fully documented standard designs. Key contributor to the department's standardization (e.g. LIMSS) objectives for electronics operations.

- Support corporate and division goals for GAP/HPO and productivity gains.

- Identify potential EMBRACE and Lean projects at E&SP plants which can create cost savings and/or increases in productivity.

- Develop project IO's in accordance with company accounting procedures. Track project budget throughout project and close in accordance with company accounting procedures. - Perform and/or support the design of gas systems, including development of Process Flow Diagrams, P&IDs, BOM's, and fabrication drawings.

- Manage assigned projects, involving multiple team members, where opportunities for improvement exist in efficiency, capacities, safety, yield, etc.

- Implement, without delay, necessary changes to achieve desired results in compliance with all quality and safety guidelines.

- Provide engineering and operational support to the plant, including the production, manufacturing, analytical, and cylinder preparation departments.

Experience with process equipment engineering; P&IDs, process piping, pressure vessels, instrumentation controls, and process safety reviews (HAZOPS).

Basic Qualifications:

* Bachelor's degree.

* Minimum 5 years' experience in Engineering or operations management environment. Previous experience with industrial gases and cryogenics; purification, storage, vaporization, distribution systems and ancillary equipment, especially experience working with hazardous, toxic, or flammable gases is highly desired.
