The Position

The Port of Portland is hiring a Manager of Airport Field & Grounds Maintenance. We are seeking an individual that would manage and direct Facilities Maintenance activities including Services, Assets and Systems critical to Airport day-to day operations. You would be responsible for providing leadership for the work groups directly and indirectly supervised. This position would provide management of principal position responsibilities for the following critical systems; Airfield pavements, Airfield unpaved, Landside grounds, stormwater management systems, Landside pavements and parking lots, Irrigation systems. We offer a flexible hybrid schedule to support both work-life balance and team collaboration. This role CANNOT be performed remotely. Essential Job Duties
-
Maintenance Leadership & Operations Management
- Manage maintenance functions supporting Operations, Airlines, and Tenants.
- Provide oversight, direction, guidance, and mentoring to Field and Landscape maintenance teams.
- Develop and implement work processes that meet all aspects of World Class Maintenance (WCM) and support the Aviation Business Plan.
- Supervise work related to airfield pavement, public roads, grounds, paint markings, and signs.
- Manage and direct snow and ice operations program.
- Ensure consistent and fair administration of the Collective Bargaining Agreement and all policies/SOPs while maintaining working relationships with appropriate Union officials/stewards.
- Perform HR functions required for area of responsibility including annual appraisals, bidding or filling positions, coaching, initiating disciplinary action, employment requisitions, etc.
Service, Asset, & System Management
- Develop procedures and identify required resources that address service, asset or system operations, maintenance, replacement, improvements, and service interruptions.
- Perform system administrator role for fuel management system at PDX based facilities and maintain databases for respective areas.
- Act as subject matter expert within Asset Management Teams. Determine life cycle costs, rehab/replacement timing, and asset conditions.
Budget Management
- Develop, monitor, and approve expenditures against the annual operating budget.
- Provide information to other departments that are supported by the Field and Landscape Maintenance work groups.
Capital Project & Emergency Response Coordination
- Work with the Aviation Planning department and Construction/Maintenance Liaison on capital/tenant projects to limit impacts to Maintenance work groups reporting to this position.
- Manage and direct maintenance emergency tactical response team members; on-call 24/7 365.
- Perform capital project sponsor duties as assigned by management.

Minimum Qualifications
-
Education and Experience:
- Bachelor's degree in Business, Operations Management, or Engineering (Civil or Mechanical) or related field.
- Eight (8)+ yearsof technical training in a skilled trade or maintenance function(s) with progressively increasing responsibility and experience within a large maintenance environment.
- Degree in related field may substitute for experience.
- Two (2)+ years supervising multiple discipline work groups with responsibility for budget and labor issues along with experience in estimating/planning and a computerized maintenance management system.
- Or equivalent combination of education and/or relevant experience.
Licenses and/or Certifications:
- (Required) Valid Driver's License.
- (Required) Obtain/maintain PDX security badge with both Driver and Movement icons.
- (Preferred) Successfully complete Facility Management Profession (FMP) within two years from date of hire.
Demonstrated Skills (Senior Level):
- Effective communication skill with multiple teams/departments within Aviation regarding maintenance activities, capital projects and associated costs/budget requirements.
- Coordinate work of subordinate employees with customers and other division personnel.
- Work collaboratively with maintenance managers/HR in communicating with labor union representatives, maintenance work groups, operations personnel, contractors, vendors, agencies, and customers to persuade, influence and resolve problems and successfully complete work tasks.
- Technical expertise in discipline of work teams.
Abilities & Competencies:
- (Advanced) Comprehensive understanding of labor relations as it relates to the day-to-day supervision of maintenance personnel.
- (Advanced) Comprehensive knowledge of current FAA Part 139 Advisory Circular sections pertaining to maintenance.
- (Senior) In-depth understanding of and skill in applying maintenance management and supervisory practices.
- (Senior) Thorough knowledge of pavement construction, maintenance techniques, equipment repairs, World Class Maintenance definitions and attributes, and best management practices.
- (Intermediate) General knowledge of mechanical, construction practices, maintenance approaches, maintenance materials, inventory management, and maintenance control systems for an established range of maintenance functions.
- (Intermediate) Good understanding of Union contract (including intent and past practice) along with Port/Maintenance policies/SOPs.

SELECTION PROCESS (tentative schedule): 1. A minimum qualification evaluation of education, training, and experience of submitted application packets will take place by Human Resources the week of June 15, 2026. 2. A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials. 3. Our goal is to schedule virtual first round of interviews with candidates who successfully passed the SME evaluation on June 26, 2026. Panel Interviews will be held July 6, 2026.
