Position Summary: This position is responsible for supervising Communication Service's personnel responsible for performing construction, preventive maintenance, corrective maintenance, and emergency maintenance activities to support LCEC electric operations. Supervision includes but is not limited to: work management, technical mentoring, technical review of work products, oversight of employee development, issuing work assignments, performance plan development and review, and coaching associated with employee performance. Supervision includes but is not limited to: bargaining employees.
Position Responsibilities
- Perform managerial/supervisory duties and responsibilities in conformance with company expectations.
- Maintain a safe, productive work environment for the employees satisfying LCEC quality standards and policy.
- Participate in monthly safety and information meeting, including facilitating meetings as scheduled
- Time reporting to ensure accurate information is recorded for all pay codes, work requests, damage claims, and is consistent with bargaining unit contract and LCEC policy. Includes tracking of all pay code issues and attendance issues.
- Oversees all SCADA and Relay construction and maintenance activities to support internal and external customers. Ensures that deliverables are completed in accordance with corporate standards, guidelines, processes and procedures
- Ensure efficient scheduling and routing of department work requests
- Design and maintenance of the LCEC two-way radio system
- Design and maintenance of the LCEC SCADA data communication system.
- Design and maintenance of the LCEC TWACS data communication system
- Maintenance and testing of the protective relaying systems.
- Ensure compliance with NERC Reliability Standards
- Availability and accuracy of test equipment.
- Maintenance of departmental databases.
- Oversees installation and maintenance activities of certain line devices including but not limited to single and three phase breakers, regulators, automated switches, and other SCADA and Relay controlled devices. These activities will be executed to support internal and external customers. Ensures that deliverables are completed in accordance with corporate standards, guidelines, processes and procedures
- Oversees failure analysis of line and substation equipment when required utilizing tools at Department's disposal.
- Partners with internal and external customers and suppliers in resolving problems and implementing solutions regarding electrical power substation construction, both physically and electrically.
- Provides work directions to a team of SCADA and Relay Technicians in the areas of communications for substation construction and maintenance that are in accordance with all safety, industry applicable and regulatory standards and requirements.
- Serves as internal or external representative on teams and/or committees regarding communication construction and maintenance standards.
- Selects, develops and maintains a highly qualified and motivated staff. Ensures all necessary performance evaluations, coaching, training and development, employee relations, and conflict resolution work are done in a satisfactory and timely manner.
- Ensures teamwork activities in assigned area are completed on time, within budget and to quality expectations.
- Identifies and influences implementation of best practices and continuous improvement initiatives to improve productivity and reduce operating costs.
- Establishes assessment systems and monitors activities to ensure compliance with established policies, procedures and guidelines.
- Ensures that applicable training is completed timely and documented appropriately.
- Partners with peers, project managers and project/program teams to enhance overall business results
- Maintains effective working relationships with employees and customers at all levels within the corporation. Ensures smooth operations, productive communications, and effective understanding during all interpersonal contacts. Provides current and accurate information to all requesters, courteously and in a timely manner.
- Supports the implementation of corporate and divisional strategic initiatives and objectives in addition to formulating technical positions and recommending company policies and procedures relating to design, engineering and service delivery matters.
- Maintains professional and technical knowledge by attending educational workshops, formal training, reviewing professional publications, establishing and expanding professional networks, and participating in professional societies.
- Maintain effective working relationships with employees and customers at all levels within LCEC. Ensure smooth operations, productive communications, and effective understanding during all interpersonal contacts. Provide current and accurate information to all requesters, courteously and in a timely manner.
- Work in emergency storm situations (i.e., hurricanes) and work long hours (> 12 hours per day) for many continuous days (up to 2 months) as needed
- Perform other duties as assigned.
Education
- High School Diploma with at least 15 years of direct experience in communications systems construction and/or maintenance areas (Required) or
- Bachelor's Degree Engineering, Communications Technology or related field (Required)
Work Experience
- Six (6) years of progressive experience in the electric utility environment. (Required)
- At least four (4) years of experience in a leadership and/or supervisory role. (Required)
Knowledge, Skills, and Abilities
- Strong proficiency with Microsoft Office Professional Suite, including Word, Excel, Outlook, and PowerPoint. (Required)
- Demonstrated ability to engage effectively with all levels within and outside of the organization. (Required)

- Proficiency with Cascade or other maintenance tracking software. (Preferred)
- Project / Work Group coordination and/or supervision experience. (Preferred)
- Cross functional experience in various T & D functional area(s). (Preferred)
Licenses and Certifications
- Driver License, Valid and in State Must possess and maintain a valid Florida driver's license (within 30 days of becoming a Florida resident). (Required)
