Overview
DecisionPoint Corporation is seeking an experienced International SOF Information/Knowledge Management (IM/KM) SME to support the U.S. Special Operations Command (USSOCOM) J3 International Support program. The International SOF Information/Knowledge Management (IM/KM) SME will lead the development, implementation, and continuous improvement of enterprise information and knowledge management capabilities supporting USSOCOM's international mission. This position is responsible for organizing, governing, and optimizing critical organizational knowledge, enabling collaboration across multinational Special Operations Forces (SOF), and ensuring information is accessible, actionable, and secure. The successful candidate will combine expertise in knowledge management, business process improvement, portal administration, content strategy, taxonomy development, data analytics, and collaboration technologies to improve organizational effectiveness and decision-making. This individual will work closely with Government leadership, operational staff, and multinational partners to develop innovative knowledge management solutions that strengthen information sharing, preserve institutional knowledge, and support mission success. This position is onsite at USSOCOM Headquarters, MacDill Air Force Base, Florida.
Duties & Responsibilities
The International SOF Information/Knowledge Management (IM/KM) SME will:
Develop and implement enterprise information and knowledge management strategies supporting USSOCOM J3 International operations.
- Design, implement, and maintain knowledge repositories, collaboration portals, and enterprise content management solutions.
- Develop and manage content strategies, taxonomy structures, metadata schemas, and information governance processes that improve knowledge discovery and retrieval.
- Administer and optimize enterprise knowledge management platforms, including SharePoint, Confluence, and other collaboration technologies.
- Leverage AI-powered search capabilities, content management systems (CMS), SQL, and data analytics tools to improve information accessibility and operational efficiency.
- Analyze business processes and develop knowledge management solutions that enhance collaboration across multinational organizations.
- Evaluate knowledge management program effectiveness by monitoring usage metrics, user engagement, search analytics, and organizational knowledge gaps.
- Develop dashboards, reports, and performance metrics to support executive decision-making and continuous improvement initiatives.
- Support portal development, administration, maintenance, and lifecycle management.
- Manage geospatial information management tools and support integration of geospatial products into operational knowledge management processes.
- Collaborate with Government stakeholders to identify business requirements, implement change management initiatives, and promote a culture of knowledge sharing.
- Lead user training, stakeholder engagement, and adoption efforts for knowledge management technologies and business processes.
- Support continuity of operations through effective capture, preservation, and dissemination of organizational knowledge.
- Ensure information management activities comply with Department of Defense security policies and information governance requirements.
Qualifications
Clearance Requirement
- Active Top Secret Clearance with SCI eligibility required.
Education
- Master's degree in Information Technology, Information Management, Computer Science, Library and Information Science, Knowledge Management, or a related technical discipline.
Experience (Required)
- Minimum of ten (10) years of professional experience supporting information management, knowledge management, enterprise collaboration, or related information technology initiatives.
- Minimum of three (3) years of experience developing content strategies, taxonomy structures, metadata schemas, and organizational knowledge management frameworks.
- Minimum of three (3) years of experience supporting business process improvement and multinational information management initiatives.
- Demonstrated expertise administering enterprise knowledge management platforms such as SharePoint, Confluence, or equivalent collaboration technologies.
- Experience utilizing AI-powered search technologies, SQL, content management systems (CMS), and data analytics tools.
- Demonstrated ability to engage stakeholders, lead cross-functional teams, drive organizational change, and foster a culture of knowledge sharing.
- Experience evaluating knowledge management effectiveness through usage metrics, analytics, performance measurement, and knowledge gap analysis.
- Expertise developing taxonomies, metadata schemas, content organization strategies, and enterprise information architectures.
- Minimum of one (1) year of experience supporting portal development, administration, and management.
- Minimum of one (1) year of experience managing geospatial analysis tools and information management technologies, including Microsoft Office applications, SOF Geospatial Enterprise, or comparable geospatial platforms.

Certifications Preferred
- Microsoft SharePoint Administrator or related Microsoft certifications.
- Certified Knowledge Manager (CKM) or equivalent Knowledge Management certification.
- ITIL Foundation or higher.
- Agile, Scrum, or Project Management certifications are desirable.
Skills
- Strong expertise in enterprise information and knowledge management.

- Advanced experience developing taxonomies, metadata standards, and enterprise content strategies.
