Position Announcement

The Captain/Deputy Director works under the direction of the Chief of Police/Director of Public Safety, and supervises and manages all sworn police officers to ensure the safety and protection of persons and property at Utah Tech University. The Captain acts as the Chief of Police when the Chief of Police is unavailable, and is the second in command of the police department. The Captain/Deputy Director position is an appointed position, made by the Chief of Police/Director of Public Safety. The UT Police and Security Department is a state recognized and Utah Chiefs of Police Association (UCOPA) accredited police agency, whose goal is to prevent crime and to provide emergency services of all types. Responsibilities

  • Oversight of all daily operations, investigations, special operations, and reserve officer programs and strategies of an assigned division.
  • Analyze daily division operations and activities to identify and resolve areas of inefficiency and administrative/operational concerns.
  • Plan, organize, and implement programs specific to an assigned division of Patrol, Law Enforcement Support Services, or Special Operations.
  • Assess and meet the division needs through organization of forces, workforce deployment, equipment use, and community relations programs.
  • Coordinate division functions with other police operations; develop, implement, and review division policies, procedures, and standards.
  • Oversight and responsibility for the department's CLERY compliance, working with the CLERY compliance manager for UT.
  • Oversight and responsibility for UCOPA agency accreditation approval and compliance.
  • Development, implementation, and maintenance, of public safety policy and procedure.
  • Extensive knowledge researching, authoring, application, and handling of public safety grant awards.
  • Extensive work knowledge in conducting advanced criminal investigations with a strong experience as an investigator of sexual assault crimes.
  • Monitor and approve division purchase orders and expenditures; anticipate possible deficit areas and develop measures to handle them.
  • Oversee procurement of new equipment, including researching innovative procedures and equipment to advance the efficiency and ability of the division.
  • Prepare various records and reports.
  • Extensive work knowledge of drug related crimes, investigations, surveillance, and tactical teams.
  • Extensive work knowledge in community oriented and service oriented policing models and implementation.
  • Ensure safety and protection of persons and property at Utah Tech University.
  • Duties include public safety, administrative duties, crime prevention, and general law enforcement.
  • Enforce University policies and procedures, university rules, St. George City ordinances, and Utah State and federal laws, as applicable.
  • Make arrests and testify in court as necessary.
  • Provide VIP and special-assignment security.
  • Collaboratively work with other local, state, and federal law enforcement agencies.
  • Maintain Utah POST Certification requirements.
  • Participate in the Department bi-annual physical agility assessment, bi-annual firearms qualifications, and all department in-service training.
  • Shift schedule may vary depending on department needs (day, swing, evening).
  • Perform other duties as assigned.

Qualifications

  • Bachelor's Degree plus 8 years of law enforcement experience, or Associates Degree plus 12 years of law enforcement experience, or 15+ years of law enforcement experience
  • Utah POST Mid-Management Certificate.
  • Current certification as a Field Training Officer (FTO).
  • Significant experience with critical incident management.
  • Advanced active aggressor (active shooter) response training and instruction.
  • Advanced crime scene management, including evidence collection, documentation, and diagramming/reconstruction.
  • Experience with Internal Affairs investigations.
  • Experience implementing investigations and patrol training programs and protocols.
  • Experience and training in Behavioral Assessment protocols.
  • Experience and training in tactical scenarios, combat medical techniques, and firearms armorer operation/instruction.
  • Community engagement experience, including organizing and delivering training on advanced law enforcement topics to civilian and law enforcement audiences.
  • Comprehensive knowledge of Community-Oriented Policing strategies, implementation, and programs, preferably in a university setting.
  • Proficiency with Spillman, Lexipol, Axon Evidence.com, UCJIS, and other law enforcement databases and applications.
  • Experience supervising sworn and non-sworn personnel at a command or supervisory level.
  • Advanced instructor certification or coursework in multiple disciplines.
  • Emergency management / ICS-NIMS certifications (e.g., ICS 100, 200, 300, 400, 700, 800).

  • Sound judgment, quick decision-making, physical agility, and safe driving skills.
  • Ability to work effectively in stressful environments such as crowd-control situations and accident scenes, and in extreme temperature and weather conditions.
  • Ability to give and receive orders and constructive criticism, and to work long hours in emergency situations.
  • Ability to establish and maintain effective working relationships with students, University employees, and the public.

Conditions of Employment

  • Must pass a background investigation.
  • Must successfully complete additional pre-employment screenings as required, which may include a psychological evaluation, written examination, and interview panel.

Supplemental Information

POSITION DETAILS, COMPENSATION AND BENEFITS:Full-time overtime-exempt staff position. Annual salary of $83,320-$99,840 depending on qualifications and experience. Desired start date of September 2026.
