Senior Manager, Federal Policy Consultant - Public Sector, Intel

Job Summary:

BDO is seeking a senior manager level professional to serve as a policy consultant and advisor to a U.S. federal agency office responsible for oversight of a Working Capital Fund. This role supports federal policy development, governance analysis, regulatory drafting, and organizational change efforts within a high-security client environment. The individual in this position will develop clear policy and governance documentation, advise client leadership on implementation considerations, and support stakeholder coordination, executive briefings, and contract deliverables.

Job Duties:

  • Advises federal agency leadership and program stakeholders on policy formulation, interpretation, and implementation related to Working Capital Fund oversight
  • Develops and reviews policy frameworks, governance structures, and regulatory documentation
  • Drafts organizational charters, policy memoranda, internal directives, governance documents, and proposed federal regulatory language
  • Analyzes statutes, regulations, executive branch guidance, agency directives, and internal governance documents to identify policy requirements and operational impacts
  • Evaluates existing policies and regulations to identify gaps, inconsistencies, and areas requiring revision
  • Supports organizational change efforts by incorporating governance, role clarity, and implementation considerations into policy development
  • Facilitates working sessions, stakeholder interviews, and document reviews to gather requirements and validate policy intent
  • Coordinates with client leadership, legal counsel, program offices, budget stakeholders, and operational teams on planning, execution, and review activities
  • Prepares executive-level briefings, presentations, issue papers, and status updates for client leadership
  • Manages project plans, deliverable schedules, quality reviews, and risk tracking for federal consulting engagements
  • Ensures work products meet contractual requirements, quality standards, security requirements, and client expectations
  • Supports or leads task areas while coordinating closely with engagement team management and client leadership
  • Communicates status, risks, and recommendations to team management and client stakeholders
  • Evaluates work products for technical accuracy, deliverable quality, and value to the client
  • Supports business development, proposal efforts, recruiting activities, and other firm initiatives, as assigned
  • Other duties as required

Supervisory Responsibilities

  • May supervise the day-to-day workload of Public Sector direct reports related to client projects, business development, and other activities, including maintaining team productivity and review of work products
  • Evaluates the performance of any Public Sector direct reports and assists in the development of goals and objectives to enhance professional development
  • Delivers periodic performance feedback and completes the annual performance evaluation for Public Sector staff, as appropriate
  • Serves as a mentor and career advisor to Public Sector staff, as appropriate

Qualifications, Knowledge, Skills and Abilities:

Education

  • Bachelor's degree, required; focus in Public Policy, Public Administration, Government, Political Science, Law, Economics, or Business Administration, preferred
  • Master's degree in Public Policy, Public Administration, Government, Law, or Business Administration, preferred

Experience

  • Four (4) or more years of federal policy analysis, policy development, regulatory drafting, required
  • Eight (8) or more years of federal policy analysis, policy development, regulatory drafting, preferred
  • Ten (10) or more years of government consulting, public sector advisory, or other relevant experience, required.
  • Experience supporting a U.S. federal agency office with policy, governance, or regulatory efforts, required
  • Experience drafting formal policy or governance documentation, required
  • Experience leading complex federal client engagements, project teams, or policy initiatives, required
  • Experience working within a federal government contracting environment, required
  • Experience supporting organizational change initiatives, preferred
  • Experience supporting Working Capital Fund oversight activities within a federal environment, preferred
  • Experience working in a classified federal environment, preferred
  • Progressive experience in managing or leading firm initiatives, client project activities, and staff, preferred

License(s)/Certification(s)

  • Active Top Secret security clearance with Full-Scope Polygraph, required
  • Project Management Professional (PMP), preferred
  • Prosci Change Management Certification, preferred
  • Certified Management Consultant (CMC), preferred

Software

  • Proficiency in the use of Microsoft Office Suite, required
  • Proficiency in Microsoft Word and PowerPoint for development of policy documents, briefing materials, and executive presentations, required
  • Proficiency in Microsoft Teams, SharePoint, and Adobe Acrobat, required

  • Knowledge of federal policy development processes, regulatory drafting principles, and agency governance structures

  • Ability to analyze complex information and develop practical recommendations
  • Ability to manage multiple priorities in a fast-paced, deadline-driven environment

  • Ability to maintain confidentiality and operate effectively in a high-security environment
  • Ability to build effective working relationships with client personnel and firm leadership
  • Ability to travel based on client and engagement needs, preferred

Individual salaries that are offered to a candidate are determined after consideration of numerous factors including but not limited to the candidate's qualifications, experience, skills, and geography.

Virginia Range: $185,000 - $220,000
