Location:Tennessee (Candidate will have the flexibility to work from their home office but must reside in Tennessee)

Travel:Candidate can expect to travel locally and throughout Tennessee about 25% of the time

What You'll Do



  • Lead a dedicated transportation Right of Way program supporting one of ORC's most strategic public sector clients in Tennessee.
  • Develop and execute the overall program strategy, including work plans, staffing, schedules, financial forecasts, and operational priorities.
  • Serve as ORC's primary point of contact, building trusted partnerships with our client, local agencies, engineering partners, and other transportation stakeholders.
  • Provide leadership and oversight for acquisition, relocation, title, appraisal coordination, property management, utility coordination, and project management services across the program.
  • Monitor program performance by reviewing budgets, forecasts, staffing plans, invoicing, profitability, and key performance indicators to ensure successful project delivery.
  • Lead, coach, and develop a high-performing team while supporting onboarding, succession planning, and long-term staff growth.
  • Champion quality assurance, regulatory compliance, and continuous improvement initiatives to ensure consistent program execution.
  • Partner with Executive Leadership to identify business growth opportunities, support proposals and client presentations, and expand ORC's presence throughout Tennessee.
  • Represent ORC during client meetings, public meetings, industry conferences, and executive-level presentations.

Minimum Requirements



  • Minimum of ten (10) years of Right of Way experience.
  • Working with or within a Department of Transportation
  • Minimum of three (3) years managing complex transportation infrastructure programs or projects.
  • Minimum of three (3) years leading Project Managers and multidisciplinary teams.
  • Demonstrated experience managing public sector contracts, client relationships, budgets, staffing plans, schedules, and program financials.
  • Extensive knowledge of acquisition, relocation, eminent domain, project financial management, resource planning, and contract administration.
  • Experience ensuring compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act (URA), FHWA requirements, transportationpolicies, and applicable regulations.
  • Proficiency with Microsoft Office Suite and project management software.
  • Must have an iOS or Android smartphone to access ORC's systems.
  • Valid Driver's License.


Bonus Points if You Have



  • Bachelor's degree.
  • Previous experience serving as a Program Manager or Project Manager on TDOT consultant contracts.
  • Established relationships with TDOT leadership and transportation stakeholders.
  • Experience supporting Design-Build or alternative delivery transportation programs.
  • Experience implementing quality assurance programs, succession planning initiatives, and business development strategies.

Physical Requirements: While performing the duties of this job, the employee is regularly required to clearly communicate and exchange information in person, via phone and email. Substantial repetitive movements of the wrists, hands and/or fingers due to high amounts of computer usage and typing. Expected to spend long spans of time in front of a computer screen. Able to read, understand and interpret department related documents and data. This is a largely sedentary role; however, the employee is occasionally required to move about inside the office to access files, office equipment and to interact with other members of the staff. This employee is required to occasionally travel to government buildings which involves time driving; sometimes for long durations.
