About the Opportunity
DMI, LLC is seeking a Business Analyst to support application development and support activities under CLIN 0004, translating ABMC stakeholder requirements into structured sprint deliverables for Dynamics 365 Customer Service, Power Platform, and related business applications. This role owns requirements documentation, functional design, backlog management, and user acceptance testing coordination across sprint cycles, working directly with ABMC's program and technical staff to ensure each iteration is authorized, documented, and delivered within Change Control Board (CCB) requirements. The Business Analyst also supports the Senior Dynamics Developer in maintaining application inventory and interface documentation throughout the contract period. Duties and Responsibilities:
Facilitate requirements discovery with ABMC stakeholders and produce Requirements Summary documents that capture functional needs, acceptance criteria, and out-of-scope boundaries for each sprint.
- Develop Functional Design documents that translate business requirements into application-level specifications for Dynamics 365 Customer Service, Power Apps, Dataverse, Power Pages, and Power Automate.
- Manage the sprint backlog across monthly and bimonthly planning cycles, coordinating with the Project Manager and Senior Dynamics Developer on prioritization, effort estimation, and sprint scope.
- Coordinate user acceptance testing (UAT) with ABMC stakeholders, documenting defect findings, managing defect resolution tracking, and confirming that contractor-caused defects are corrected at no additional cost.
- Prepare and maintain Backlog and Iteration Plans, ensuring documentation is current and accessible to ABMC at all times.
- Support the Application Inventory deliverable by documenting application metadata, data flows, interface points, security roles, configuration decisions, and release history.
- Verify that all deliverables and application outputs meet Section 508 accessibility standards before submission for ABMC acceptance.
- Coordinate with the Senior Dynamics Developer and Project Manager on sprint velocity reporting and status inputs to the Monthly Contract Status Report.
Qualifications
Education and Years of Experience:
- Bachelor's degree in Information Systems, Business Administration, Computer Science, or a related field.
- An equivalent combination of education and seven or more years of directly relevant application development and business analysis experience will be considered in lieu of the degree requirement.
- 5+ years of experience as a business analyst on application development or systems integration projects, with at least two years supporting Microsoft Power Platform or Dynamics 365 implementations.
Required Skills & Certifications:
- Demonstrated ability to produce government-deliverable documentation, including Requirements Summaries, Functional Designs, Test Plans, and Release Notes.
- Experience working in sprint-based delivery models (Scrum, SAFe, or equivalent) with formal backlog management and iteration planning.
- Proficiency with Azure DevOps or equivalent backlog and project tracking tools. ^
- Experience coordinating user acceptance testing with non-technical government stakeholders, including defect documentation and resolution tracking.
- Strong knowledge of federal IT documentation standards and change control processes.
Perferred Skills & Certifications:
- Certified Business Analysis Professional (CBAP) or PMI-PBA.
- Microsoft Power Platform Functional Consultant Associate (PL-200) or equivalent.
- Experience supporting Dynamics 365 Customer Service configuration or customization in a federal or regulated environment.
- Familiarity with OAI-PMH or RESTful API interface documentation requirements.
