About the Role

In this role, you will lead execution the full contracted-personnel lifecycle-from workforce planning and candidate sourcing through hiring, deployment, performance management, and compliant offboarding. You will build scalable, legally compliant personnel solutions for STTA and LTTA advisors, embedded personnel, and advisory teams working across multiple countries and operating environments.



What You'll Do in Your New Role

    Develop and execute global recruitment strategies aligned to service-request requirements and mobilization timelines.
  • Oversee candidate sourcing, screening, vetting, qualification validation, submission, and selection support.
  • Select and implement appropriate employment mechanisms, including direct hire, subcontract, Employer of Record (EOR), and Professional Employer Organization (PEO) arrangements.
  • Ensure compliance with Department of State requirements, applicable Department of State Standardized Regulations, host-country labor laws, tax obligations, and work-authorization requirements.
  • Oversee compensation structures, payroll administration, benefits, insurance, and statutory employment obligations.
  • Direct mobilization logistics, including visas, housing, authorized travel, onboarding, information-technology provisioning, and equipment.
  • Manage personnel performance, employee relations, extensions, transitions, and compliant offboarding throughout the assignment lifecycle.
  • Maintain a global roster and pipeline of qualified subject-matter experts and other specialized personnel.
  • Meet contracted-personnel performance standards, including candidate-shortlist, deployment, access, payroll, performance-review, and closeout requirements.


Required Qualifications

  • Bachelor's degree in Human Resources, Business Administration, International Relations, or a related field.
  • At least 12 years of progressively responsible experience in international recruitment and workforce management.
  • Demonstrated experience recruiting and deploying both U.S. citizens and foreign nationals across multiple countries.
  • Demonstrated experience using global employment mechanisms such as EORs, PEOs, and subcontracting arrangements.
  • Strong knowledge of international labor-law compliance and employment administration.
  • Experience managing contracted personnel for large U.S. Government-funded contracts preferred.
  • Demonstrated experience managing high-volume, rapid mobilization of contracted personnel requirements.
  • Excellent organizational and communication skills.
