Overview

The IT Project Manager, Portfolio & Governance leads cross-functional technology projects and governance initiatives that support effective project delivery, vendor management, technology expense management, application inventory oversight, and portfolio reporting.The role is responsible for planning, coordinating, and delivering assigned IT initiatives while supporting strong governance, stakeholder accountability, financial discipline, risk management, and leadership reporting.The position has primary responsibility for initiatives related to vendor and contract management, technology expense management, application inventory governance, reporting, and process improvement. Based on organizational priorities, the Technical Project Manager may also lead other technology projects and initiatives across applications, infrastructure, cybersecurity, operations, and enterprise technology.Working under general supervision, the Technical Project Manager partners with IT leaders and teams, Procurement, Finance/FP&A, Legal, business stakeholders, and external vendors to establish project objectives, develop and execute project plans, manage scope, schedules, budgets, risks, dependencies, and decisions, and support successful delivery of assigned initiatives.The role also supports effective IT governance by developing repeatable processes, maintaining accurate portfolio and financial information, producing actionable reporting, and driving continuous improvement across the technology organization.

What You Will Do:

  • Manages project plans, milestones, dependencies, risks, decisions, and communications across assigned initiatives, ensuring timely delivery and stakeholder accountability.
  • Translates financial, vendor, and inventory data into actionable insights and develops repeatable processes, templates, and documentation that strengthen governance and continuous improvement.
  • Supports process improvement efforts that improve project delivery, portfolio visibility, financial tracking, vendor oversight, and operational consistency across assigned initiatives.
  • Coordinates IT sourcing and procurement initiatives in partnership with Procurement, from requirements definition and vendor evaluation through purchase orders, contracting, renewals, and closeout.
  • Partners with Procurement on RFI/RFP activities, bid analysis, commercial negotiations, and sourcing recommendations, ensuring business, technical, financial, and compliance requirements are documented.
  • Maintains the IT contract and renewal calendar, tracking notice periods, pricing, licensing terms, service levels, obligations, amendments, and approvals.
  • Coordinates with Legal, as needed, on contract terms and risk questions.
  • Serves as the primary coordinator for assigned IT vendor relationships, governance meetings, escalations, and action-item tracking.
  • Develops vendor scorecards and key performance indicators covering service levels, quality, responsiveness, delivery, risk, and financial performance.
  • Leads periodic business reviews, follows up on corrective action plans, and supports vendor consolidation, benchmarking, and cost-optimization opportunities.
  • Partners with Finance/FP&A and IT leaders to develop budgets, forecasts, accruals, and variance analyses for vendor, software, infrastructure, and labor expenses.
  • Tracks actuals against budget and forecast and reconciles contract, purchase order, invoice, general ledger, and forecast data to improve financial accuracy.
  • Identifies financial risks, commitments, savings, and cost-avoidance opportunities and provides clear explanations of trends and variances.
  • Supports monthly and year-end close, annual planning, and business-case tracking, ensuring assumptions, benefits, and cost allocations are documented.
  • Supports governance and ongoing maintenance of the IT application inventory, including business and technical ownership, vendor, contract, lifecycle, criticality, cost, risk, and disposition data.
  • Establishes standards, controls, review cadences, and data-quality measures to keep the inventory complete, current, and audit-ready.
  • Coordinates with application owners, Architecture, Security, Procurement, and Finance to validate inventory data and support rationalization, lifecycle, and decommissioning decisions.
  • Builds and maintains IT expense dashboards and leadership reporting for vendors, systems and applications, software and licenses, infrastructure, and internal and contract labor.
  • Highlights spend trends, forecast risks, renewals, savings, and vendor performance through reporting and analysis.
  • Participates in special projects and performs other duties as assigned.

Qualifications

Education:
Bachelor's Degree in Business Administration, Finance, Accounting, Supply Chain/Procurement, Information Technology, a related discipline, or equivalent related experience required

Work Experience:

  • Minimum five years of progressively responsible experience in project management, technology project delivery, IT governance, vendor management, technology financial management, or a related function required, including demonstrated experience leading cross-functional initiatives required.
  • Demonstrated ability to manage projects through the full project lifecycle, including project initiation, planning, execution, risk and issue management, stakeholder communication, implementation, and closeout required.
  • Experience coordinating cross-functional technology initiatives involving IT teams, business stakeholders, external vendors, and corporate functions required.
  • Demonstrated experience managing vendor relationships, contracts, renewals, sourcing activities, service levels, and vendor performance required.
  • Strong financial acumen with experience in budgeting, forecasting, accruals, variance analysis, cost tracking, and collaboration with Finance/FP&A required.
  • Strong project management, communication, analytical, problem-solving, negotiation, and stakeholder-management skills required, with the ability to manage multiple priorities and influence across organizational boundaries required.
  • Experience with application or technology portfolio governance, data quality, dashboards, and leadership reporting preferred.
  • Project Management Professional certification or a related project management, procurement, or contract management certification preferred.

Pay Range

USD $109,900.00 - USD $146,500.00 /Yr.
