JOB TITLE: Assistant Director of Finance
COMPONENT: Finance
SALARY RANGE: $78,000-$96,000/Annually
CLASSIFICATION: Exempt/Administrative

DEFINITION AND PURPOSE:
Perform complex professional and difficult administrative work directing the activities of the Finance component of TAP.
ORGANIZATIONAL RELATIONSHIPS:
Supervised by: Director of Finance
Supervises: Accounts Payable Specialist and Junior Staff Accountant
Coordinates with: TAP Directors and Managers
RESPONSIBILITIES:
- Assist in carrying out the plans and the activities of the Finance component of TAP;
- Assists in the preparation and administration of TAPs budget and advises other TAP officials regarding the same;
- Assists in the submission of reports and timely drawdowns of accounts receivable;
- Assists other components with the development of implementation of financial systems;
- Advises TAP officials on all financial matters of TAP;
- Assists in the establishment and maintenance of the financial and accounting systems of TAP;
- Assists in the preparation of annual fiscal statements;
- Assists in the preparation of other reports of the fiscal condition of TAP;
- Prepares RFPs for matters such as independent auditors, pension and health care administration;
- Assists the independent auditors with the review of TAP financial records;
- Assists in maintaining liability insurance to cover all risks;
- Assists in the planning and implementation of new or recommended changes in the fiscal control and data processing systems;
- Assists in updating the financial procedures manual as required;
- Works closely with other organizations rendering technical assistance and promoting agency goals;
- Other duties as assigned.
ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES:
- Comprehensive knowledge of fiscal controls, laws and regulations governing receipt, custody and expenditure of federal money under agency contracts;
- Comprehensive knowledge of principles and practices;
- Ability to evaluate financial systems and efficiently formulate and install accounting methods, procedures, forms and records;
- Ability to prepare informative financial records;
- Ability to plan, organize, direct and evaluate work of subordinate employees;
- Ability to formulate long-range planning;
- Ability to establish and maintain effective working relationships with other.
TRAINING, EDUCATION AND EXPERIENCE:
- Bachelors degree in accounting and/or finance.
- Extensive experience in finance and administration, budgeting, insurance policies, benefit programs, federal funding practices and regulations, purchasing and property management.

SPECIAL REQUIREMENTS:
- Valid Virginia Operators license and reliable transportation.
- TAP participates in the Virginia DMV Driver Alert Program. Employees who operate a TAP vehicle or their personal vehicle to conduct TAP business may be subject to driver record monitoring through the Virginia DMV Driver Alert Program.
- Must be able to travel as required.
- Must pass drug screening. Some positions require a complete background screening including criminal, sex offender, and child protective services, and a health screening.
- Physical activity of this position: use of fingers for picking, pinching, typing or otherwise working primarily with fingers rather than with the whole hand as in handling, talking, and hearing.
- Physical requirements of this position: sedentary work exerting up to 10 lbs of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.
- Visual acuity requirements requires close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.
- This worker is not substantially exposed to adverse environmental conditions.
- This position has remote capabilities which must be approved by the Director of Finance.
