THE OPPORTUNITY

The Program Manager will provide overall leadership, management, coordination, and customer interface for an Enterprise Zero Trust and Post-Quantum Compute Encryption program. The Program Manager is responsible for successful execution of all program activities, with particular responsibility for project management and professional/technical support activities outlined below.

The Program Manager will coordinate technical, cybersecurity, HSM operations, PQC, OEM, and compliance resources; manage schedule, risk, quality, staffing, deliverables, and communications; and serve as the primary management interface with VA stakeholders. The role requires demonstrated experience managing IT programs of comparable complexity, particularly programs involving cryptographic infrastructure, cybersecurity, or enterprise security operations.

The candidate shall be able to produce evidence from at least two prior comparable programs, including the individual's role, scope managed, and outcomes achieved

HOW YOU'LL MAKE AN IMPACT



  • Provide overall program leadership and accountability for cost, schedule, performance, staffing, risk, and quality.
  • Develop, maintain, and execute the Contractor Project Management Plan (CPMP), including program approach, timeline, tools, resource plan, risk register, and communications strategy.
  • Coordinate activities across HSM sustainment, managed HSM services, Zero Trust, PQC modernization, professional services, and knowledge transfer.
  • Lead program status reviews and maintain continuous communication with the Government PM, COR, ISSO, and other stakeholders.
  • Manage program risks, issues, dependencies, corrective actions, and escalation.
  • Ensure timely and accurate submission of monthly progress reports and other contract deliverables.
  • Oversee staffing continuity, resource allocation, surge requirements, and subcontractor/OEM coordination.
  • Review technical and lifecycle recommendations for operational impact, schedule, risk, and contract compliance.
  • Support annual HSM/PQC training, knowledge transfer, transition-in, and transition-out activities.
  • Ensure performance against contractual SLAs and metrics, including HSM availability, critical hardware response, patching, PQC milestones, and deliverable timeliness.


The CPMP must address the approach, timeline, tools, resources, risks, communications, maintenance scheduling, and managed-service SLA governance, while monthly reporting must address operational status, availability, partition utilization, tickets, patching, PQC milestones, staffing, and GFP.

SKILLS THAT DRIVE SUCCESS



  • BS 10+ years program management in the federal space
  • Demonstrated experience managing IT programs, preferably Federal, of comparable scope and complexity.
  • Experience managing cybersecurity, cryptographic infrastructure, enterprise security operations, PKI/KMS, or related programs.
  • Demonstrated leadership of multidisciplinary engineering and cybersecurity teams.
  • Experience managing Federal customer relationships, technical deliverables, schedules, risks, SLAs, and performance metrics.
  • At least two prior comparable programs demonstrating role, scope managed, and measurable outcome.
