Position Title: Data and Program Initiatives Director
Job Description:
Are you energized by turning performance data into strategy and measurable impact? Upward Oregon seeks a Data and Program Initiatives Director to define how we measure success, lead cross functional projects, and build partnerships that expand our savings programs statewide. You will manage reviews of program performance, guide new initiative implementations, engage vendors and community partners, and represent the division before boards and policymakers.
Manage quarterly and annual reviews of Upward Oregon's programs, including evaluations of resource allocation, time management, policies, and priorities; report findings to the Executive Director and Operations Director
Lead implementation of new Upward Oregon programs and initiatives, including coordination with third-party vendors, Treasury IT, and possibly partnerships with other organizations and states.
Collaborate with the Executive Director and Operations Director to develop biennial budget priorities, create state legislation to enhance programs, and monitor division activities to identify, communicate, and mitigate risks.
This position will have the opportunity for a hybrid (remote and in-office) work location schedule; in-office work will be predominately from Treasury's Salem office. This position works once per week every Tuesday in Salem, with occasional additional in person meetings in either Salem or Tigard for board meetings and other required engagements.
During the initial training period, employees are expected to be in the office more frequently to support onboarding, learning, and collaboration.
$86,148-$133,200 annually.
This position, and the individual hired into it, will receive a 4% cost of living adjustment on January 1, 2027.
This position is classified as a Program Analyst 4. This position is management service position .
Required Minimum Qualifications
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and five years experience coordinating or administering a program; OR
Experience with program administration: development or management of objectives and metrics, evaluating program performance, resource allocation, implementing new programs, initiatives, and policies.
Experience with cross functional coordination and partnerships: working across teams, departments or organizations, coordination with vendors, partners, or public agencies, acting as liaison to committees, boards, or cross functional groups.
Experience with rulemaking, policy, or legislative work: tracking, analyzing, or contributing to administrative rules, agency/board policy, or legislation; communicating risk or compliance consideration, working with government bodies, boards, or agencies.
Teamwork - Acts in a professional, respectful, and courteous manner, recognizes the worth of others, and places the good of the team ahead of personal objectives.
Critical Thinking - Identifies and weighs options, makes sound decisions after reviewing all relevant information, plans for potential problems, takes calculated risks, and recognizes impact of solutions.
Time Management - Prioritizes and manages time effectively across various competing tasks, demonstrating focus and adaptability, arriving on time for meetings, and meeting deadlines.
