Position Summary Harkcon, Inc. is seeking an Emerging Threats Subject Matter Expert to support the development and modernization of federal maritime-security training focused on cybersecurity, unmanned aircraft systems (UAS/UAV), and insider-threat awareness. The Emerging Threats SME will work closely with the Lead Instructional Systems Designer and Maritime Security SME to develop and validate technically accurate, operationally relevant instructional content for adult learners. This role is intended for a multidisciplinary security professional who can provide credible expertise across emerging-threat topics and help translate complex technical concepts into practical training for maritime and critical-infrastructure audiences. * This position is contingent upon award of a contract to Harkcon* Key Responsibilities Provide technical expertise in cybersecurity risk management, resilience, threat awareness, vulnerabilities, and protective practices. Provide technical expertise related to UAS/UAV capabilities, operating characteristics, security implications, threat indicators, and awareness-level counter-UAS considerations. Provide technical expertise related to insider-threat risks, indicators, vulnerabilities, reporting considerations, and mitigation practices. Develop and validate technical content for new instructional modules and updated existing courseware. Advise the Lead ISD on appropriate technical scope, terminology, and level of detail for operational audiences. Support development and validation of learning objectives, scenarios, examples, exercises, discussion questions, and instructor talking points. Translate complex technical concepts into clear, practical language for non-specialist adult learners. Develop realistic examples relevant to maritime, port-security, transportation, and critical-infrastructure environments. Review instructional products for technical accuracy, currency, and operational relevance. Participate in Government and contractor SME review sessions as needed. Support resolution of technical comments on draft instructional products. Coordinate with the Maritime Security SME to ensure emerging-threat content is appropriately applied to seaport and maritime-security environments. Support final technical QA before instructional products are submitted to the Government. Required Qualifications Demonstrated professional experience in one or more of the following areas: cybersecurity or cyber risk management; UAS/UAV or counter-UAS operations/security; insider threat, personnel security, counterintelligence, or related security disciplines. Sufficient breadth of knowledge to credibly support instructional content across cybersecurity, UAS/UAV, and insider-threat subject areas. Experience assessing or communicating security threats, vulnerabilities, risks, and mitigation strategies. Experience explaining technical or security concepts to operational, management, or non-technical audiences. Ability to develop or review technical training, awareness, or instructional materials. Strong written and verbal communication skills. Ability to work effectively with instructional designers, operational SMEs, and Government stakeholders. Preferred Qualifications Demonstrated experience spanning two or more of the following areas: cybersecurity, UAS/UAV, insider threat. Experience supporting maritime, port-security, transportation, critical-infrastructure, homeland-security, military, intelligence, law-enforcement, or public-safety programs. Familiarity with NIST cybersecurity or risk-management frameworks. Counter-UAS or UAS security experience. Insider-threat program, personnel-security, counterintelligence, or security-awareness experience. Federal Government or military experience. Relevant certifications such as CISSP, CISM, GIAC, Security+, FAA Remote Pilot Certificate, or comparable credentials. Training-development, instructor, or curriculum-review experience. Experience supporting international or culturally diverse audiences. Additional Information: Employment Type: Part-Time.
