Job Description The Community Relations Technician is an hourly, part-time position that serves as a welcoming and helpful connection between the Town of Frisco and the community. Through positive, proactive interactions, this position assists residents, businesses, property owners, and guests in understanding Town services, expectations, and Municipal Code requirements. The focus is on education, problem-solving, and working collaboratively with community members to address concerns and achieve voluntary compliance whenever possible. Under the supervision of the Town Clerk, the Community Relations Technician responds to a variety of community questions and concerns related to short-term rentals, business licensing, trash, noise, abandoned vehicles and property, water bill noticing, development standards, and other Town matters. When concerns arise, this position works to understand the situation, provide clear and helpful information, identify solutions, and guide community members toward resolution. When education and voluntary compliance are unsuccessful, the position may take appropriate compliance action consistent with Town policies and procedures. A significant part of this role is building positive relationships between the Town and the community it serves. The Community Relations Technician may also serve as a point of contact for the public regarding larger Town projects or ongoing community matters, helping connect people with information, resources, and the appropriate Town departments. This position is part of the Administration Department and is a non-sworn/civilian role that does not report to the Police Department. Pay Grade 3 Anticipated hiring range = $24.74 - $30.92 Full wage range* = Minimum: $24.74 Mid: $30.92 Max: $37.11 *wage offer based on specific job experience and education Responsibilities Essential Functions Performs proactive and responsive municipal code enforcement by regularly walking and monitoring commercial business areas, including Main Street and Summit Boulevard, and visiting other areas of the Town to identify, investigate, document, and address potential violations of Municipal Code, including short-term rental complaints, business licensing, public nuisances such as trash, noise, abandoned vehicles, and property, water bill noticing, and development standards. Interprets, applies, and enforces applicable provisions of Municipal Code and related regulations within the authority and scope of the position; receives complaints from the general public, identifies and investigates potential violations, communicates requirements, educates community members, and pursues appropriate compliance in accordance with established policies, procedures, enforcement practices, and applicable law. Engages with community members, business owners, property owners, and other stakeholders in professional and diplomatic interactions to explain Town requirements, address concerns, resolve conflicts, encourage voluntary compliance, and build positive relationships between the Town and the community. Conducts code enforcement follow-up and compliance activities, including phone calls, emails, site visits, meetings, warnings, documentation, and, when appropriate, citations or other formal enforcement actions. Prepares, maintains, and updates accurate reports, records, photographs, activity documentation, correspondence, and contacts using Community Core, Microsoft suite, and other required software systems, consistent with established policies, procedures, formats, and timelines. Uses multiple software systems and technology platforms to research Municipal Code and related information; document enforcement activities; maintain records; communicate with internal departments and external stakeholders; and track complaints, cases, and compliance activities. Responds to and investigates complaints and reported code violations, gathering relevant information, conducting site observations, communicating with involved parties, documenting findings, and coordinating with appropriate Town staff or outside parties as needed. Works independently in the field and prioritizes workload to respond to complaints, conduct proactive enforcement activities, complete follow-up, and meet established deadlines while seeking guidance from the supervisor when circumstances or expectations are unclear. Elicits cooperation, manages difficult or sensitive interactions, and resolves conflict using sound judgment, professionalism, diplomacy, and effective communication. Maintains confidentiality and appropriately handles sensitive information obtained through code enforcement activities, complaints, investigations, and interactions with the public. Marginal Duties Partners with all Town staff, especially Administration, Police, Public Works, and Community Development department staff, as appropriate, with investigations, complaints, and special projects. Assists with Right-of-Way permit matters. Assists with water restriction complaints. Facilitates water shut-off noticing. Assists with parking-related complaints in partnership with the parking enforcement vendor. Assists with liquor, tobacco, and marijuana licensed establishment compliance checks, as assigned. Assists with other initiatives of the Town Manager's Office, as assigned. Provide general assistance to Town Clerk during Municipal Elections, as assigned. Develops, coordinates, participates in, and facilitates community assistance and educational programs. Serves as a point of contact for large-scale projects or ongoing Town matters, as assigned. Other Essential Responsibilities: This position requires regular and reliable in-person attendance at the designated worksite as an essential function of the job. As a public servant, physical presence is necessary to effectively perform essential duties, support operational needs, collaborate with team members, provide direct service to the public and internal stakeholders, utilize on-site equipment and resources, and maintain effective communication, responsiveness, and accountability in serving the community. Adheres to Town of Frisco policies, mission, vision, values, competencies, standards, and regulations including but not limited to proper attire, safety procedures, and overall professionalism. Attends Town and departmental training and meetings as appropriate or assigned. Ability to function and make good decisions in the absence of a supervisor. Communicates with Town of Frisco employees, citizens, customers and vendors in a professional, courteous and timely manner both verbally and in writing. Performs other job duties/responsibilities as assigned by management.
