Department Overview
The Business Resource Center (BRC) is a shared services center that supports all of the UC Office of the President locations. The BRC provides financial and accounting services to all of UCOP. This financial services analyst position reports to the manager of the Compliance, Accounting, Audit and Policy Team (CAAP) within the BRC. The team is responsible for performing a full spectrum of financial services including accounting, analysis, reporting, audit, compliance, and training.

Position Summary
The Financial Services Analyst 3 serves as the Business Resource Center's (BRC) subject-matter expert in one or more core financial service areas, including but not limited to: bank card administration, recharge billing, payment card platform administration, UCOP fiscal close activities. This role reviews and approves financial transactions submitted by UCOP departments and resolves complex financial service issues. Additionally, this role skillfully interprets UC policies and applies UCOP procedures, translating complex requirements into practical, understandable guidance that supports sound decision-making, addresses regulatory compliance and manages risk across BRC operations.

Key Responsibilities

75% - Applies financial services concepts (i.e., accounting, accounts payable, etc.) to resolve issues, and prepare business process procedures and policy recommendations. Serves as subject-matter expert in one or more of the following areas:

- Business travel and entertainment reimbursement audit

- Bank card administration support

- Recharge billing, expense/cost transfers, and financial journals

- Account review and management, including appropriations and expenditures analysis

- Signature delegation management - Web page and SharePoint support

- Illumia (formerly Transact/CashNet) administration, including building and maintaining storefronts, reconciliation, and PCI compliance

- UCOP fiscal close activities

- Audit of financial transactions and procedures within the BRC

- Financial and other ad hoc reporting and analyses for varied and complex financial transactions

Other Key Responsibilities:

- Analyzes, skillfully interprets, and applies UC policies to UCOP procedures. Translates complex policy requirements into practical, understandable guidance that supports sound decision-making, addresses regulatory compliance and manages risk.

- Reviews and approves financial data and transactions submitted by UCOP departments, ensuring accuracy

- Documents procedures for financial activities and creates training materials for client departments

15% - Supports BRC staff, other UCOP operations staff, and client departments by developing and delivering presentations, procedures, and trainings. Helps train staff and builds an effective teamwork environment. Recommends/implements excellent service standards for internal departments, students, and external suppliers/vendors.

5% - Analyzes complex issues and prepares proposals on topics such as new financial procedures or services, changes in legal regulations, and tax implications related to their impact on our work.

5% - Partners with UC policy owners to assess, recommend, and implement financial process changes at UCOP that maintain compliance with federal, state, and internal audit requirements.

Experience
Required Qualifications

A minimum of 5 years of experience in analysis, interpretation and application of financial and accounting policies, practices and procedures (preferably in higher education or public sector settings); or an equivalent combination of education and experience.

Excellent working knowledge in at least one of the following areas: general accounting, recharge billing, travel and entertainment reimbursement rules, or auditing of financial procedures/transactions.

Proficiency with MS Office and standard desktop/web-based applications and databases; willingness to learn new software and technologies.

Working knowledge of UC business systems, account structures, encumbrances, expenditures, and related policies and procedures or the ability to quickly acquire it.

Strong analytical skills: identifies key factors, patterns, and trends; interprets policy; synthesizes information from multiple sources (policy, financial reports, statistical data); meticulous attention to detail.

Strong written and verbal communication skills, including the ability to explain moderate-to-complex issues clearly and concisely, compose professional business correspondence, and actively listen to clarify key points.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs.
