Description:

  • The position will require leading day-to-day administrative and functional duties such as researching, tracking, organizing, analyzing and presenting a wide range of data from program staff as well as customers.
  • The position requires a senior, hands-on Project Manager capable of independently leading complex IT/SaaS projects, establishing project structure and schedules, driving execution, and ensuring accountability across technical and business teams.
  • Responsibilities include defining and recording current and future business processes and identifying potential improvements. Exhibit excellent problem solving and data analysis skills as well as a proven ability to work independently with strong attention to detail, organization, follow-through, and the ability to identify and resolve issues before they impact project delivery.

Essential Functions & Duties:

  • Lead and manage complex SaaS and enterprise IT projects from planning though implementation and operational transition.
  • Solid understanding of Agile development life cycle and knowledge in both Agile and traditional project management with demonstrated ability to determine and apply appropriate methodology based on project needs.
  • Perform initial agile team assessments; recommend and assist with the implementation of agile team structure and establish practical Agile/Scrum processes for team transitioning to or maturing Agile practices.
  • Be a successful change agent both motivating the change and implementing it.
  • Schedule and execute project meetings, maintain project life-cycle documentation and tactical and strategic project tracking systems, primarily Atlassian Confluence, Jira and Portfolio.
  • Work directly with Atlassian administrators and technical teams to coordinate configuration, implementation activities, priorities, dependencies, testing, and delivery schedules.
  • Maintain Jira project structures, backlogs, epics, stories/tasks, sprint plans, milestones, and reporting necessary to accurately manage and communicate project progress.
  • Manage existing and define new business process flows to identify improvement opportunities.
  • Liaise with project stakeholders to help coordinate Agile across the large program and ensure dependencies, decisions, risks, and required customer actions are identified and actively managed.
  • Communicate in writing and verbally with internal and external customers.
  • Prepare and deliver status updates, working sessions, and program area updates including schedule status, accomplishments, upcoming activities, issues, risks, dependencies, decisions, and required actions.
  • Assist project personnel with identification, escalation, and resolution of complex project and program issues.
  • Coordinate Collect and schedule cross-functional work for involving Security, Automation, QA, DBA, DevOps teams, and other technical teams as required.
  • Establish and complete tasks assigned within deadlines.
  • Participate in peer reviews.
  • Other duties as assigned.

Skills, Qualifications and Certifications of Best Candidates:

  • 10+ years of progressively responsible project/program management experience in government or corporate environment as project manager or equivalent experience required.
  • 10+ years of experience managing complex software development programs, SaaS, cloud, enterprise application, or IT implementation programs preferred.
  • 5+ years demonstrated technical experience with increasing levels of responsibility providing technical oversight, stakeholder management and participation, problem resolution preferred.
  • 5+ years of direct experience managing Agile/iterative delivery using Scrum, Kanban or similar framework is required.
  • Detailed understanding of software development life cycles including waterfall and Agile.
  • Demonstrated experience developing and managing detailed project schedules, milestones, dependencies, critical-path activities, resource assignments, and delivery forecasts.
  • High proficiency in MS Excel and MS PowerPoint is required.
  • Proficiency in MS Project, Atlassian (Jira/Confluence) or similar project tracking tools required; strong hands-on Jira and Confluence experience preferred.
  • High proficiency in presentation and web communication tools.
  • Excellent written and verbal communication skills and ability to interact with all levels of staff.
  • Self-starter with strong self-management skills and demonstrated ability to take ownership of a project with limited direction.
  • Ability to organize and manage multiple priorities while maintaining strong attention to detail and follow-through.
  • 5+ years of demonstrated experience in developing and managing teams preferred.
  • Customer service oriented with ability to balance customer priorities with technical constraints, schedule, scope, and available resources.
  • Experience with Agile methodologies and principles.
  • Familiar with information technology architecture, governance, and data exchange.
  • Bachelor's degree in computer science or related field.

Certification:

  • Current PMP certification required.
  • Certified Scrum Master Professional (CSP).
  • Certifications such as CSM or Security+.

Citizenship or Work Authorization Required:

  • Ability to obtain and maintain a Public Trust Clearance per Federal requirement.
  • Must be a U.S. citizen.
  • Must pass a background investigation.

Target Salary Range

Compensation for roles at Synergy is determined by a variety of factors including, but not limited to, the requirements of the role; level of experience; education and certifications; the individual's combination of knowledge, skills, and abilities; as well as alignment with market data, federal and state laws, and other business and contract considerations. The estimated pay range for this position is: $83,122.00 - $118,746.00. The disclosed range has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. It is not typical for an individual to be hired at or near the top of the range for their role, and compensation decisions are dependent on the facts and circumstances of each case and represent just one component of Synergy's total compensation package for employees.
