Enterprise Technical Assistance Services, Inc. (ETAS), is a wholly owned subsidiary of Professional Project Services, Inc (Pro2Serve). ETAS was formed and dedicated to support the Department of Energy (DOE) Portsmouth/Paducah Project Office (PPPO) with technical and management services contributing to the safe and cost-effective implementation of the "One PPPO" mission.

(Pro2Serve), is an employee-owned company headquartered in Knoxville, Tennessee, that offers over thirty years of experience providing environmental programs support, program management and integration, cost engineering, architecture and engineering (A-E), construction management, and physical security services to our Federal and commercial clients. We support the energy, defense, and science markets through responsive, cost-effective execution of critical environmental, facilities and infrastructure, and nuclear defense projects.

Job Summary

The Financial Analyst will develop models, analyze budgets, and track funding to support strategic decision-making and federal program planning.

Key Responsibilities

  • Financial Modeling & Scenarios: Build and maintain complex financial models, including "what-if" scenarios for funding and scope changes.
  • Budget Analysis & Tracking: Monitor budgets against actuals, analyze variances, and support period-end tracking, reconciliation, and budget formulation.
  • Reporting & Stakeholder Briefings: Create data dashboards, analyses, and briefings using Excel, Power BI, and financial systems.
  • Program Support: Review and integrate financial data from multiple sources to guide program execution.

Qualifications

  • Education: Bachelor's degree in Business (or 15 years of relevant experience).
  • Experience: 5+ years in financial analysis, modeling, or federal budgeting.
  • Technical Skills: Advanced Excel and data analysis skills; database management and MS Office proficiency.
  • Core Competencies: Strong communication skills, professional demeanor, and the ability to work both independently and collaboratively.
  • Knowledge: Deep understanding of budget/funding processes and the Congressional budget cycle.

Preferred Qualifications

  • Systems: Experience with financial accounting tools (e.g., OneStream, Oracle) or cost-management systems (e.g., Cobra).
  • Data Visualization: Proficiency in Power BI or Tableau.
  • Leadership: Executive-level experience managing large, multi-appropriation, multi-contract financial programs.

Federal Government Clearance:

This position may require the ability to obtain a government clearance. This position may require reviews and test for absence of any illegal drugs along with a background investigation by the Federal government in order to obtain an access authorization prior to employment, and may require subsequent reinvestigations may be required.
