Provides expertise on Medicaid policy and procedures for Early & Periodic Screening, Diagnosis & Treatment (EPSDT), School Health Related & Health Related Early Intervention Services (IEP/IFSP Services), under COMAR 10.09. Oversees management of the Medicaid Billing and Recovery Program for Baltimore City Schools. Analyzes services data to maximize recovery of revenue from Medicaid. Identifies potential or emergent challenges to recovery and recommends appropriate responses and best practices to address these concerns. Provides estimates and collection updates of Third-Party revenues to Deputy CFO. Provides financial analysis on recovery efforts. Programmatically creates and processes claims to Maryland Medicaid on behalf of Baltimore City Schools and Baltimore Infants and Toddlers Program.


Essential Functions





    • Provides expertise on Medicaid policy and procedures for Early & Periodic Screening, Diagnosis & Treatment (EPSDT), School Health Related & Health Related Early Intervention Services (IEP/IFSP Services), under COMAR 10.09.
    • Develops and modifies all SAS billing programs to mirror Medicaid billing regulations.
    • Supervises TPB staff when SAS system problems arise.
    • Gathers information to isolate and identify system issues by trouble shooting hardware and software components and liaising with SAS Consultant.
    • Provides design modification detail to SAS Consultant for system modifications and fixes.
    • Administers SAS System Security.
    • Provides technical assistance to Teachers /Service Coordinators, IEP Team Associates, Related Service providers related to use of the SAS/TPB Provider system.
    • Attends National and State conferences and workshops to stay informed and relevant to the agency.
    • Uses DameWare Mini Remote-Control Software to resolve Third Party Billing system issues for School-based providers.
    • Reconciles state and federal funds from paid claims to funds received.
    • Manages the TPB Operating budget.
    • Develops procedures and programs to address data cleansing and reduce data errors.
    • Establishes procedures for researching, analyzing and tracking billed, paid, denied, and re-submitted claims.
    • Works collaboratively with the Office of Internal Audits, Office of Legislative Audits, Office of Investigator General, and others.
    • Generates provider-level, student-level, school-level and, administrative reports.
    • Monitors the collection of encounter data from service providers.
    • Coordinates Third Party Billing recovery with related service office heads and the administrator for the infant and toddlers' program.
    • Prepares annual estimates of projected Third-Party Billing revenues.
    • Develops training materials and provides training and technical assistance to service providers and administrative staff.
    • Establishes procedures for the maintenance of historical data for audit purposes.
    • Works collaboratively with the Department of Information Technology to ensure the platform used by the SAS system is maintained and meet the needs of the system.
    • Evaluates the performance and the provides professional growth and development of personnel within the office.
    • Provides recommendations related to the hiring, promoting, and terminating of office employees to the Deputy CFO.
    • System and Application Administrator of TPB Production and Development Systems: Installs, upgrades, and monitors SAS software on 6 virtual servers to prevent problems and to improve TPB system performance.
    • Performs additional duties and obligations assigned by the Deputy CFO.
    • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies, and the professional standards.

Desired Qualifications



  • Bachelor's Degree in Information Systems or related field; Master's Degree preferred.
  • Proficient in design, development, testing, implementation, management, and improvement of customized software.
  • Proficient in reading, writing, and debugging SAS programs on various platforms.
  • Proficient in technical support including system documentation, client training, ad-hoc reporting, data. transfer, data management, and run job requirements.
  • Proficient in Microsoft Applications including, PowerPoint, Word, and Excel.
  • Six years of experience with SAS.
  • Four years of experience with SQL.
  • Completion of courses: SAS Platform Administration, SAS Enterprise Guide: Administration.
  • Excellent verbal and written communication skills and the ability to work efficiently and effectively with school administrators and senior management
  • Five years' managerial experience with exempt and non-exempt personnel.
  • Interpersonal skills that ensure effective team building.
  • Understands and complies with Health Insurance Portability and Accountability Act of 1996.
  • Established relationship with MSDE and MDH.
  • Organizational, management, leadership, and supervisory skills.
  • Ability to work effectively in a high pressure, deadline-regulated environment.
