SUMMARY

This position administers Title 25, Chapter 102 of the Department of Environmental Protection Rules & Regulations of the Clean Streams Law involving earthmoving activity in Montgomery County to protect, reclaim and restore water quality. Main duties are associated with the review of NPDES permit applications. He/she also promote, conduct and coordinate environmental education and outreach.


ESSENTIAL DUTIES AND RESPONSIBILITIES

* Performs Post Construction Stormwater Management (PCSM) reviews of NPDES permit applications in accordance with Chapter 102;
* Participate in NPDES pre-application meetings and coordination with the design engineer and applicants through the permit reviews;
* Conceptual and technical evaluation of proposed Erosion and Sediment Control (E&S) Best Management Practices (BMPs) and Post Construction Stormwater Management (PCSM) BMPs;
* Evaluate descriptive narrative including watershed, soil type, contours, surface water runoff calculations, and E&S/PCSM design specifications;
* Attends pre-construction or complaint investigation meetings as needed;
*Communication with landowners, municipal officials, state and federal agencies, consulting firms, developers, utilities, and conservation associations as needed;
* Visual and hands-on inspection of entire tract of land to verify implementation and maintenance of E&S and PCSM BMPS;
* Provides technical assistance to the public on conservation of soil and water resources;
* Develop, coordinate, and complete various environmental education programs;
* Provide environmental presentations and workshops for private and public sector;
* Write newsletter articles for publication and provide presentations for the public;
* Maintain required time keeping/tracking records and provide a written monthly report of activities to the District Manager;
* Attend regularly scheduled training sessions, conferences, and meetings as assigned. Conducts general administrative duties and assists with other District programs;
* Other duties as assigned.


QUALIFICATION REQUIREMENTS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. * Bachelors Degree in Civil or Environmental Engineering from an accredited University or College;
* Possess a current Professional Engineers license valid in the Commonwealth of PA;
* At least 3+ years of equivalent progressive experience;
Proficient knowledge of Clean Streams Law (Chapters 91, 92, 93, 102, and 105), NPDES program.
* Proficient in hydrologic and hydraulic concepts;
* Proficient in reviewing Post Construction Stormwater Management (PCSM) plans and reports, and Erosion and Sediment Control plans and reports;
* Proficient in inspecting construction sites for compliance with applicable regulations;
* Ability to work well with others;
* Ability to be well organized and handle multiple tasks;
* Ability to use computer spreadsheets and Microsoft programs effectively;
* Capable of planning and conducting educational/informational programs;
* Ability to use electronic media equipment;
* Capable of keeping records, ability to read maps and plan sets;
* Ability to apply field information to plan drawings and narratives;
* Ability to traverse large tracts of land in all stages of earth disturbance, year-round;
* Valid Pennsylvania driver's license;
* National Institute for Certification in Engineering Technologies (NICET), Certified Professional in Stormwater Quality (CPSWQ), or other similar certification preferred but not required.

KNOWLEDGE REQUIREMENTS:
* Technical standards relating to E & S control, PCSM, and a general understanding of environmental rules and regulations;
* Earthmoving activity and its relation to soil erosion;
* Soil mechanics and hydrology;
* Survey instruments and interpreting various types of maps;
* Experience with Engineering software and programs.
