Job Description
TRAX International is preparing for expansion of work at NASA's Wallops Flight Facility (WFF) located on Wallops Island, Virginia, and is seeking candidates with technical and/or range operations experience. All candidate offers are contingent upon contract award.

TRAX is a large business that performs prime contractor services today for NASA at Goddard Space Flight Facility, MD, Wallops Flight Facility, VA and the US Army at Yuma Proving Ground, AZ; Fort Greely, AK; and in the Republic of Panama. The TRAX RSS&R Manager is responsible for the readiness of the CORE WFF, Bermuda, and Poker Flat facilities and assets. Responsibility includes the detailed, day-to-day, sustainment and maintenance of all range assets supporting a wide range of launch activities. This technical leadership position is responsible for the WFF SEMP.

Duties and Responsibilities

Our RSS&R Manager leads the onsite facility/engineering staff for the Wallops Island, Bermuda, and Poker Flat locations. His duty station is Wallops Island. The RSS&R manager is responsible for all Range Maintenance and Sustainment activities (SOW IV). Additionally, the RSS&R manager is responsible for Program Management requirements to include Range Configuration Management and Alternative Facility Operations.

Our RSS&R Manager leads research and analysis used to develop corporate sustainability strategies to ensure business practices, products, and services are environmentally friendly and compliant with Government rules and regulations. This position also resolves escalated issues arising from operations and requiring coordination with other departments. Our RSS&R Manager plans and schedules work and production to be accomplished by subordinates and sets and adjusts short-term priorities. This position directs all aspects of the maintenance program, including long- and short-range planning, maintenance training, and proficiency. Our RSS&R Manager plans and establishes maintenance policies, programs, and procedures to assure effective support of DoD and WFF training mission requirements.

This position evaluates maintenance programs to ensure:

1) systems and programs are functioning properly;
2) effective utilization and maintenance of equipment; and
3) projects are accomplished within established deadlines.

Our RSS&R Manager directs inspections of operating activities to determine the condition of required facilities and effectiveness of maintenance activities in support of programs, and to ensure coordination between such activities. This position outlines priorities and collaborates on budget impacts caused by increased costs, changes in programs and facilities, mission/weapons system changes, and requirements for new facilities or facility
remodeling, etc.

Qualifications

Required Skills and Qualifications

* Bachelor's degree in engineering or technically related field
* 10 years of experience managing range projects similar in scope
* 5 years of experience in maintenance management
* Experience managing lifecycle maintenance and engineering approach in the launch/range
environment
* Experience developing risk management controls and contingency plans
* Experience with launch vehicles, telemetry, radar, range control center operations, video,
network, software, timing equipment, data processing, communication equipment,
metrological monitoring equipment, and power sustainment capabilities
* Proven leadership experience and experience working with Union employees
* PMP certification
* Strong written and verbal communication skills
* Intermediate Microsoft 365 tools experience

Physical Demands and Working Conditions

* The work of this position may be performed in an environmentally controlled office environment or outdoors
* Must be capable of sitting and entering data on a computer keyboard for extended periods of time
* Must be able to lift 25 pounds unassisted
