Description of primary duties and responsibilities: |
Primary Purpose of the Organizational Unit:
Business and Finance is responsible for supporting the university's teaching, research, and public service mission by providing quality business and administrative services to the
FSU community and ensuring transparency in planning and budgeting. |
Description of Work Continued: |
Primary Purpose of the Position:
This position is responsible for a major segment of campus operations and directly supervises Facilities Management Planning & Construction, Operations & Maintenance, and Budget & Administration Sections. The incumbent oversees an annual operating budget of more than
$11 million, a current capital budget valued in excess of $100 million, and an overall organization of approximately 100 employees. Three managers receive direct supervision. In addition, the incumbent participates as a senior member of the leadership team for the Business & Finance Division and serves as a campus liaison for internal customers and the external community related to the area of assignment. |
Minimum Education And Experience Requirements: |
- Bachelor's degree in planning, architecture, engineering, business management, or a related field.
- Possession of active North Carolina engineer or architect license.
- Minimum of ten years of progressively responsible professional and administrative experience involving facilities development, planning, construction, space management, physical operations, and maintenance programs.
- Supervisory experience is required.
- A demonstrated record of success in the area of program development, planning, implementation, and project management.
- Advanced knowledge of the methods, practices and procedures of facilities planning construction and design; capital outlay and funding policies and practices as related to educational or public institutions; and fiscal management and budgetary preparation and control techniques.
- Knowledge of physical planning and space utilization standards and guidelines as pertaining to a University campus.
- A proven track record of successfully managing large and complex projects (over $40 million), on budget and schedule.
- Knowledge of federal, state, and local laws and regulations related to facilities.

Preferred Qualifications: |
- Possession of an advanced degree in a related field.
- Familiarity with UNC System contract law and bidding policies, including the various project delivery methods used on UNC campuses, e.g., Design-Build, CM at-Risk, etc.
- Demonstrated leadership and management skills in an institutional environment utilizing a customer-oriented and service-centered approach.
- Experience in a public post-secondary educational institution.
