SUMMARY

The Coordinator is a highly skilled program manager, responsible for the administration and coordination of the Specialty Court program(s) under the direction of the presiding Treatment Court Judge. The Coordinator is responsible for the program's daily operations and the management of a multidisciplinary team. The Coordinator demonstrates an advanced knowledge of methods of problem solving and collaboration among stakeholders. This role is responsible for training and development of team members, and directly supports the Administration in the implementation of Evidence Based Practices and departmental policy. The Coordinator is committed to ensuring quality service delivery to the target population, fidelity to best practices, and that Specialty Court goals are achieved; while being acutely aware of all possible implications to public safety. The Coordinator directs departmental operations and facilitates office management in the absence of an Administrator. The Coordinator must demonstrate high moral character and possess strong organizational and communication skills in a multifaceted work environment. The Coordinator is a proven leader within the department.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Partner with the Treatment Court Supervisor to coach and develop officers in the performance of their duties in accordance with departmental policy.
  • Responsible for training and professional development of the treatment court team.
  • Foster an environment which promotes diversity, equity, and inclusion.
  • Implement and update Treatment Court policies and procedures.
  • Implement Evidence Based Practices to ensure effective cross-functional team collaboration while maintaining fidelity and quality assurance.
  • Assess and refer defendants for appropriate programming and monitor funding and quality of services.
  • Conduct work product audits, maintain and analyze statistics and reports to ensure investigations, court responsibilities, objectives, and goals and reporting requirements are met.
  • Conduct program performance evaluations in accordance with Court and departmental policy.
  • Facilitate staffing and administrative meetings utilizing their experience and knowledge of Treatment Court policy and procedures, program standards, operating procedures and best practices.
  • Mediate conflict and strive to facilitate positive outcomes.
  • Participate in the departmental hiring process and recommend promotion actions.
  • Direct departmental operations and facilitate office management in the absence of an Administrator.
  • Identify needs of the department and/or individuals on Court supervision/monitoring.
  • Establish and maintain professional partnerships and collaborate with stakeholders and community organizations.
  • Interact through written and verbal correspondence with the Judiciary.
  • Compliance with Inter-County transfer process and Interstate Compact rules, procedures, and regulations.
  • May be required to work non-traditional hours to include: nights, weekends, holidays, and/or on-call responsibilities.
  • Complete 40 hours of professional development training annually as requested by state standards.
  • Undergo and maintain successful: Federal Bureau of Investigation (FBI) Criminal History Clearance, PA Child Abuse History Clearance, and MCCF clearances when applicable.
  • Obtain JNET certification; maintain recertification.
  • Complete training and maintain compliance with Mandated Reporting Regulations through PA Child Protective Services Law.

DEPARTMENT SPECIFIC DUTIES AND RESPONSIBILITES:
  • Well versed in Evidence Based and Best Practices including but not limited to: Ohio Risk Assessment System (ORAS), Effective Practices in Community Supervision (EPICS), Motivational Interviewing (MI), Case Planning, Criminogenic Needs, National Association of Drug Court Professionals (NADCP), Essential Elements, 10 Key Components, and other practices designed to elicit positive change.
  • Oversee administrative operations; policy and procedures, memoranda of understanding, confidentiality agreements, Court orders and documentation, and accreditation application and renewal.
  • Screen individuals referred to the Treatment Court for eligibility, oversee and facilitate application and admission process into the appropriate Court.
  • Assist Administration with grant research, writing, management, and periodic performance reporting.
  • Utilization of various Quality Assurance practices to track Treatment Court and departmental progress.
  • Act as liaison between Judiciary, court personnel, treatment providers, attorneys, members of the specialty court team, funding agencies, and community organizations.
  • Oversee, train, and ensure the proper utilization of Problem Solving and Juvenile Courts Information System (PAJCIS) data management system and other platforms required for reporting, research and other purposes.
  • Position requires travel to attend meetings, conferences, and conduct institutional and community visits.
  • Development and maintenance of SharePoint site.
  • Respond to after-hour inquiries as needed.

  • Bachelor's degree in criminal justice or related field and three years of experience in the field.

  • Regular travel throughout Montgomery County and occasionally to other destinations within the Commonwealth of Pennsylvania.
  • Must possess a valid driver's license.

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Drug and alcohol testing is performed on individuals to ensure compliance with specific Court orders. Employees may be exposed to bodily fluids, which can potentially pose health hazards. Personal Protective Equipment is provided. There is further possibility of illness due to frequent contact with the public. Reasonable accommodations may be made in accordance with the Americans with Disabilities Act (ADA). The noise level in the work environment is usually moderate.
This employee will travel frequently by automobile to individuals' homes, locations within the community, prisons/secured detention facilities, in order to supervise and investigate the assigned caseload; all of which present a certain amount of physical danger. Physical effort is sometimes required during an arrest.
