Essential Duties And Responsibilities

Within a team environment, this position will perform the following responsibilities:

Leadership/ Staff Management (65%)
* Manage staff: Responsibilities include, but are not limited to, interviewing, hiring, and training employees; planning assigning, and directing work; performance management; coaching and mentoring employees; addressing complaints and resolving problems; ensuring staff are trained appropriately on any new policies or procedures; etc., and that key responsibilities are being met consistently.
* Act as an ambassador for CCRC, adopting and maintaining the agency's core values of Teamwork, Ethics and Excellence.
* Actively support an environment of teamwork, co-operation, performance excellence and personal success to ensure effective oversight of Real Estate, Fleet Program, and Asset and Inventory Management.

Real Estate Management
* Manage lease performance including landlord and tenant lease responsibilities.
* Participate in the contract and pricing negotiation processes, including the negotiation of terms and conditions for real estate transactions, leasehold agreements and/or contract reviews.
* Assist with research and analysis on lease entitlements, ad-hoc property matters and initiatives.
* Ensure documentation is recorded and that property files are accurately maintained in the lease management system. Issue notices and requests related to manage properties. Order, collect and monitor property acquisition due diligence items.
* Manage insurance requirements for all properties.
* Assist in the creation of capital expenditure project budget. Provide oversight and management of capital expenditure projects.
* Participate in the development and management of construction projects agency wide including architectural preliminary design and planning, design development, construction documents, required relocations, and construction activities.
* Manage and maintain accurate space data through space planning, inventory, and usage at CCRC offices.
* Collect, monitor, and report on space usage data. Monitor space usage to ensure compliance with agency and funding standards.

Fleet Program Management
* Manage the agency's fleet management and user program for 40+ vehicles, including developing and maintaining Agency-wide policies and procedures and ensuring accurate reporting of vehicle use.
* Plan and oversee a vehicle life-cycle management plan, including developing long-term strategic forecasts and annual budgets; working directly with the Finance department for the replacement and purchase of new vehicles for the fleet; and developing funder approval purchasing and justification packages, as needed.
* Implement a vehicle maintenance and repair program ensuring all vehicles are properly maintained in a safe and reliable condition.
* Ensure all vehicle licensing and insurance requirements are reviewed and maintained annually.
* Develop a CCRC-wide vehicle use training program and ensures processes are in place for vehicle use qualifications.
* Manage and implement the end-of-life disposition of vehicle assets according to CCRC policies and procedures.

Asset & Inventory Management
* Implement Asset Management for all CCRC assets, ensuring dollar thresholds are met and all records are accurate, secured, and maintained regularly.
* Review and validate inventory reports quarterly, and ensure all inventory is review annually.
* Develop recurring and ad-hoc reporting capabilities to meet management and auditor reporting requirements.

Administrative Services (35%)
* Coordinate and manage Facilities division service contracts, develop RFP's and ensure vendors are in compliance with CCRC insurance standards, terms and conditions.
* Coordinate and manage standardized purchasing procedures and invoice reconciliation for the Facilities Division.
* Coordinate and manage file storage and shredding services while ensuring compliance with data protection requirements.
* Coordinate and manage physical security controls, including access control, alarm/keys, and video surveillance.
* Coordinate and manage the Facilities Help Desk, including administration of work order tickets and Facilities hotline.

Minimum Required

  • Education: Bachelor's degree in Business, Accounting or Finance with a minimum of 5 years of experience in Commercial Real Estate Acquisition, Disposition, Lease Administration or Commercial Property Management.

High School Diploma with minimum of 7+ years of experience in Commercial Real Estate Acquisition, Disposition, Lease Administration or Commercial Property Management.

  • Travel: This position requires 10% of travel. Travel will involve attending meetings, trainings, CCRC sponsored events, and conferences locally a few times a month. May use CCRC company vehicles, when available or personal vehicle and will be subject to Driver Management Policy requirements (i.e., valid California Driver's License, automobile insurance and a clean driving record required).
  • Work Schedule: Full time, typically M-F, with ability to work non-traditional work schedules, which may include evenings and Saturdays, as needed. This is a hybrid position where both in-office and/or up to 4-days per week remote may be required.
  • Work environment: Hybrid Some office work environment. Some manual / physical work, sometimes indoors or outdoors. Must have the ability to regularly climb ladders and step ladders.
  • Background & Health Clearance Requirements:

All minimum requirements above met, plus:

  • Professional/Technical Certifications:
  • Commercial Real Estate experience, training/certification/licensing (highly desirable)
  • Property management training & certification (highly desirable)
  • Project Management Professional (PMP) certification (highly desirable)
  • CAD Software training & certification (highly desirable)
  • FMP, CFM, SFP (highly desirable)

Background check required. As a grant-funded Agency supporting Children and Family Services, CCRC conducts background checks commensurate with the role to verify candidate qualifications (criminal history, employment history / experience, education, reference checks) and ensure grant compliance. Specific roles may have additional verification / clearance to the standard background check as part of the recruitment and selection process, including:

Live Scan Clearance / DOJ Fingerprinting: For positions working directly with the public in a child/ community care or child / community care adjacent setting (CA Health and Safety Code Section 1596.871 and/or Head Start Program Performance Standards 1302.90).

CPR / Pediatric CPR certification: For certain identified positions working directly with the public in a child/ community care or child / community care adjacent setting (CA Health & Safety Code 1596.865 - 1596.866)

Federal Debarment Checks: For positions acting in a principal capacity to federal funds (Head Start Program Performance Standards 1304.11, Code of Federal Regulations Title 2 Grants and Agreements 2.180.320 and 2.180.995)
